Au-delà des territoires, la maîtrise de l'armature nationale s'affirme par le degré de consolidation d'une démocratie. Au Mali, la situation de la IIIème République, sans cesse évolutive, contribue à renforcer la phase de stabilisation actuelle. En effet, la décentralisation mise en place en 1999 a matérialisé un nouvel espace resserrant le démembrement des prérogatives de l'État dans un nouveau découpage rationalisé. Á travers cette dialectique, on comprend bien que l'État a besoin de repères spatiaux pour affirmer son identité. Antithèse de la dimension tangible, l'espace social et son environnement s'en trouve ballotter. L'expérience politique locale échappe-t-elle aux agitations, comme tendraient à le faire croire de forts idéaux attribués aux structures spatiales élémentaires par le mot d'ordre de la décentralisation ? Beyond territories, the control of the national armature asserts itself by the degree of consolidation of a democracy. In Mali, the situation of IIIrd Republic, ceaselessly evolutionary, contributes to strengthen the phase of current stabilization. Indeed, the decentralization organized in 1999 realized a new space tightening the dismemberment of the privileges of the State in a new rationalized division. A fault of this dialectic, we indeed understand that the State needs spatial marks to assert its identity. Antithesis of the tangible dimension, the social space and its environment is there to shake. On the other hand, the local political experience escapes the excitements, as ideals awarded to the elementary spatial structures by the watchword of the decentralization?
