L'administration, en théorie incarnation de l'intérêt général, est encore une « fiction » pour certains publics qui ne perçoivent pas l'intérêt qu'elle pourrait avoir pour eux. Cet article vise à classer en phénomènes distincts ces dysfonctionnements : problèmes liés aux carences organisationnelles, techniques et matérielles, présentes au sein des administrations ou problèmes liés à la gestion des ressources. Il s'agit dans tous les cas de phénomènes qui ont pour conséquences de priver l'usager de ses droits, de le mettre en peine à en faire reconnaître l'existence, et/ou à lui en faire bénéficier mais de manière à poser des problèmes. Administration, which is perceived as being the embodiment of the general interest, is still ‘fictional' for certain groups, who do not see what it does for them. Through a description of the effects, referred to here as the ‘absent administration' and ‘asymmetric compensation', this article aims to understand the causes of these processes as dysfunctions. These are to be found in organisational, technical and material deficiencies and issues related to resources management present within the administration, which in turn have implications for the users of these services and make it difficult for them to recognise the existence of their right and/or benefit, thus posing difficulties.
