Cet article met en lumière et explique le tournant de 1955 dans l'évolution des rapports migratoires entre les États de l'Europe d'après-guerre. L'étude remet en cause les conclusions des travaux précédents, en identifiant cette rupture et les forces sous-jacentes. Ce travail s'appuie sur les documents des organisations internationales associées à ces épisodes : l'Organisation européenne de coopération économique, le Conseil de l'Europe, la Communauté européenne du charbon et de l'acier et la Communauté économique européenne. Il se fonde également sur les archives des gouvernements français et surtout ouest-allemand. Alors que les travaux précédents avaient mis en avant le rôle de la stratégie italienne, cet article décrit et place au cœur de ce changement la stratégie du gouvernement allemand, liée au contexte de la Guerre froide. The 1955 Watershed in the Formation of the European Migration Regime
This article highlights and explains the turn of 1955 in the chan¬ging interaction pattern among the States of post-war Europe in the migratory field. This study calls into question the findings of previous works, by identifying this turn and its underlying forces. It is based on the documents of international organizations involved in these episodes – namely the Organisation for European Economic Cooperation, the Council of Europe, the European Coal and Steel Community and the European Economic Community. This article also relies on the archives of the French and West German governments. While previous studies had highlighted the role of Italian strategy, this article explains the change primarily by describing the policy of the German government in relation to the context of the Cold War.
