Cet article revient sur le modèle français de coordination en matière européenne, ses évolutions et perspectives. Centralisé auprès du Premier ministre, le processus repose sur la formation, aidée par les fonctionnaires du SGAE, de compromis interministériels. Systématisé et standardisé, il se distingue de celui en vigueur pour les sujets internes, qui repose à la fois sur le SGG et le cabinet du Premier ministre. S'il incombe principalement aux ministères sectoriels d'intégrer les approches internes et européennes, une telle exigence ne semble pas exister au niveau central. Aussi, des liens SGG-SGAE ont dû être créés, qui peuvent être renforcés et posent in fine la question du rapprochement des deux structures. Source : Éditeur (via Cairn.info) |

– Aligning the General Secretariat of the Government and General Secretariat of European Affairs? What Perspective for Interministerial Coordination in France? – This article discusses the French administrative model of coordination for European affairs and more specifically on its development and possible evolution. Centralised around the Prime minister, it relies on compromises between government departments, supported by the agents of the General Secretariat for European Affairs (SGAE). This standardised process is distinct from procedures for internal matters which are coordinated by the General Secretariat of the Government (SGG) and the Prime Minister's Office. While government departments are responsible for reconciling the domestic and European approaches, such necessity doesn't really exist at the central level and the connections created between the SGG and the SGAE could be further strengthened.
