Dans une reconfiguration mue par des impératifs économiques, les organisations internationales et des agences transnationales ont acquis un pouvoir d'expertise et d'inflexion des politiques d'État. Un aspect de ce nouveau mode de gouvernement, la politique des indicateurs et la production de données ayant contribué à donner un cadre de connaissance et d'action pour transformer les systèmes éducatifs européens, est étudié par les auteurs. L'enquête prend pour objet la confection des instruments qui participent d'une transformation cognitive de la décision publique, à travers des effets de cadrage, de structuration des processus de délibération et de négociation au sein des institutions européennes. Les indicateurs, évaluations comparatives, classements internationaux, confectionnés selon des techniques (économétrie, psychométrie) et supportés par des outils (fonctions de production, tests), sont conçus par des experts. La production de l'expertise relève d'un régime de proximité où les experts, de proche en proche, exercent un contrôle réciproque afin de formaliser des propositions acceptables par leur communauté scientifique. La mise en évidence de ces liens de proximité entre experts permet la cartographie de l'expertise internationale et des relations entretenues avec la sphère de décision politique européenne en éducation. Sciences for the governing of education and transnational networks of experts, the making of a European policy. Within a reconfiguration moved by economical imperatives, international organizations and transnational agencies have acquired a power of both expertise and inflexion of State policies. One aspect of this new form of government is being studied by the authors, the policy of indicators and data production having contributed to create a new frame of knowledge and of action to transform eduational systems. The object of the investigation is the creation of tools and instruments which are part of a cognitive transformation of the public decision, through a reframing and restructuring of the processes of negociation and deliberation within the European institutions. Indicators, comparative evaluations, international rankings are conceived by experts according to a number of specific techniques (econometry, psychometry) and are carried out with specific tools (production functions, tests) The production of expertise has to do with the notion of proximity where experts cooperate and monitor each other in order to formalize acceptable propositions in the name of their scientific community. Highlighting this link between experts allows for a mapping out of international expertise and the relations the latter entertains with the European policy-makers in the field of education.
