En décembre 1917, en pleine Première Guerre mondiale, le Committee on Public Information, l'organe de propagande des États-Unis, charge la suffragette Vira Whitehouse d'une mission : propager les idées américaines en Suisse et, par ricochet, au cœur des Empires centraux. Mais la légation américaine à Berne ne voit pas d'un bon œil cette nomination, ayant jusqu'alors été chargée de cette tâche. Le conflit qui s'ensuit dans le cadre helvétique entre la propagande traditionnelle des diplomates et les méthodes innovantes du CPI va marquer durablement la politique culturelle américaine. En analysant cette affaire et les actions menées par V. Vira Whitehouse and the Committee on Public Information in Switzerland, 1917-1919
In December 1917, during World War One, the Committee on Public Information, which was the United States' propaganda agency, entrusted the suffragette Vira Whitehouse with a mission. She was to propagate American ideas in Switzerland and, in indirect fashion, at the heart of the central Empires. But the American delegation in Bern did not welcome this nomination, having previously been in charge of this task. The conflict that followed in Switzerland between traditional propaganda diplomats and the CPI's innovative methods considerably marked American cultural policy. By analyzing this case and the actions of Whitehouse, we will explore the new direction taken by the USA in the way they spread their image abroad for decades to come.
