Le transnational, signe d'excellence A partir de l'exemple du Sénégal où la restructuration du champ du pouvoir s'opère avec une prédominance de plus en plus marquée du pôle techno-économique, l'auteur analyse les mécanismes en oeuvre dans le processus de disqualification de l'Etat national dans la définition du profil des hauts cadres administratifs, au profit de "méta-Etats" qui promeuvent et contrôlent fortement l'homogénéisation de l'espace politico-économique mondial. Dans ce processus qui suppose l'internationalisation du marché scolaire, les cadres nationaux, qui disposent d'un "capital international" et défendent dans les sphères étatiques la logique du transnational, sont en voie d'être les véritables décideurs, même s'ils n'ont pas le statut de dirigeant. The Transnational, a Sign of Excellence Based on the example of Senegal, where the restructuring of the field of power is taking place with a gro-wing predominance of the technical and economic pole, the author analyses the mechanisms at work in the process of disqualification of the national State in defining the profile of senior administrative executives, in favour of "meta-States" which promote and strongly control the homogenization of the world-wide political and economic arena. In this process, which implies internationalization of the educational market, national executives who possess an "international capital" and defend the logic of the transnational within their national spheres are fast becoming the real decision-makers, although they do not yet have the formal status of leaders.
