La construction d'un territoire improbable. Structures intercommunales et élus locaux en Thiérache Emmanuelle Bonerandi La relance législative de la politique intercommunale en France (loi ATR de 1992 et loi ADT de 1995) a entraîné la création et/ou la transformation de nouveaux périmètres décisionnels sur le territoire national. L'étude de ces nouveaux maillages introduit deux questionnements majeurs à la croisée de la géographie et des sciences du politique : d'une part, leur capacité à révéler des structures géopolitiques locales (des territoires d'élus et de pouvoir) et, d'autre part, leur capacité à durer et à se pérenniser dans le temps et dans l'espace (obsolescence mais aussi inertie des territoires gestionnaires). Par ailleurs, ces créations/recréations réactualisent un débat central en géographie entre territoire du géographe et territoire de l'aménageur reposant le statut de la géographie appliquée, ou géographie active, dans le champ de la géographie « académique ». Nous proposons d'éclaircir ces interrogations à travers l'étude d'un espace particulier, la Thiérache, véritable laboratoire d'aménagement rural porteur d'une intercommunalité forte et ancienne mais aussi et surtout espace à l'identité et à la légitimité territoriale paradoxale. The Construction of an Improbable Territory. Inter-commune Structures and Local Councillors in Thiérache Emmanuelle Bonerandi The legislative revival of the inter-commune policy in France (law ATR of 1992 and law ADT from 1995) has involved the creation and/or the re-creation of decisional perimeters on the national territory. The study of these new grids introduces two major questionnements at the cross of the geography and political sciences, namely, on the one hand, their capacity to reveal local geopolitical structures (territories of elected officiais and of power) and, on the other hand, their capacity to be lasted and to perennialize themselves in time and space (obsolescence but also inertia of the administrative territories). In addition, these creations/re-creations give in light a central debate in geography between territory of the geographer and territory of the developer putting back the statute of the geography applied, or active geography, in the fields of the «academic» geography. We propose to clear up these interrogations through the study of a particular space, Thiérache, true laboratory of farmland development carrying a strong and old intercommunality but more especially spaces with the identity and paradoxical territorial legitimacy.
