La politique cinématographique de Jack Lang. De la réhabilitation des industries culturelles à la proclamation de l'exception culturelle

Ces dernières années, le cinéma français a connu un véritable succès grâce à une politique qui a su s'adapter aux évolutions du marché cinématographique. Cette contribution vise à éclairer comment s'est transformée la politique cinématographique française, et particulièrement la norme d'action qui l'orientait, en se focalisant sur le rôle joué par J. Lang à partir de 1981. En opérant une rupture avec la politique menée par ses prédécesseurs et en construisant une nouvelle norme sectorielle plus en adéquation avec le marché, il participe au renouvellement de l'action culturelle française. La politique cinématographique rencontre alors l'hostilité de la CEE et du GATT, car elle reste de nature interventionniste. La défense de cette politique au niveau international conduit à construire une nouvelle norme, « l'exception culturelle », qui autorise la pérennisation du système d'aide. Jack Lang's Cinema Policy. From Rehabilitation of Cultural Industries to Proclamation of Cultural Exception

This contribution aims at explaining how the French cinematographic policy, and particularly the standard of action which directed it, have changed since 1981. It highlights the role played by the French Minister for the Culture Jack Lang in this changing. By operating a rupture with the policy followed by its predecessors and by building a new sectoral standard more in adequacy with the market, Jack Lang has renewed the French cultural action. As an interventionist policy, the new French cinematographic policy has met the hostility of the EEC and GATT. The defense of this policy led to the building a new international standard, "the cultural exception", which authorizes the French system of national assistance to the cinema.
