En 2001, la création de l'ONERC a marqué le début de l'action de l'État français en matière d'adaptation. De 2007 à 2009, un groupe interministériel a été mis en place pour cerner les impacts du changement climatique en France, en estimer le coût et fournir des pistes d'adaptation. Le Plan national d'adaptation, issu du rapport Jouzel de 2011, a vocation à planifier les actions, à prévenir la mal-adaptation et à vérifier la cohérence des mesures des politiques publiques. In 2001, the creation of ONERC marked the beginning of the action of the French adaptation. From 2007 to 2009, an interdepartmental group has been established to identify the impacts of climate change in France, estimate the cost and provide avenues for adaptation. The National Adaptation Plan, derived from the 2011 Jouzel report of 2011, aims to plan actions to prevent mal-adaptation and to verify the consistency of public policies.
