| Résumé |
La vision classique de l'aide à la décision en recherche opérationnelle entretient encore un mythe autour de l'outil quantitatif qui tend à en réduire l'utilité. Mieux comprendre ce mythe et ce qu'il cache à partir d'une étude de terrain, tel est le but poursuivi par cet article. Pour l'atteindre, nous examinerons concrètement l'usage d'un outil quantitatif, à savoir la méthode hiérarchique de Saaty, pour le partage d'une enveloppe budgétaire entre divers établissements œuvrant dans le domaine de la santé. Cette étude fait notamment ressortir l'indissociabilité du rationnel et du politique et la diversité des types de pouvoirs qui peuvent être récupérés dans l'usage de l'outil, ainsi que la vulnérabilité de celui-ci aux manipulations. Decision making Aid Quantitative Tool. Reality of a Myth.
The classical views of decision aid in operational research still keep alive the myth concerning the use of quantitative tools which hamper their usefulness. In this paper, we will reexamine this myth in a concrete setting. Our goal is to reach a better understanding of this myth and what is behind it. In order to do so, the use of a quantitative tool, Saaty's hierarchical method, within the context of the sharing out of a global budget between several public health institutions will be examined. The results of our empirical study clearly show the impossibility of dissociating the political from the rational dimension, the diversity in the forms of power while using the method and, finally, the vulnerability of the tool to strategic manipulations.
