L'idée d'empire s'est concrétisée en Europe dans une histoire complexe, héritière de l'éclatement de l'empire romain, du Saint-Empire romain germanique à l'empire austro-hongrois et à celui des tsars. Les empires peuvent être des facteurs de paix en internalisant les conflits, mais aussi, comme au xxe siècle, facteurs de guerre. The notion of empire took shape in Europe by way of a complex history, stemming from the break-up of the Roman Empire, through to the Germanic Holy Roman Empire and the Austro-Hungarian Empire to that of the czars. Empires can promote peace by internalizing conflicts, but they can also be factors of war, as in the twentieth century.
