| Résumé |
La politique de la ville est le terrain privilégié de la mise en place d'administrations d'un type nouveau qui rompent avec l'administration classique. Le DSU correspond d'une part à un changement de logique de fonctionnement des administrations, de leur mode de régulation, de leurs rapports avec la société civile. D'autre part, le DSU par la mobilisation de compétences et de partenaires divers, par la prise en compte des projets des citoyens et des habitants, manifeste l'affirmation d'un droit nouveau à la ville rejoignant le thème de l'urbanité et de la citoyenneté. La politique de la ville est ainsi, à la fois, l'application locale de la politique de modernisation de l'administration et de rénovation du service public impulsée par l'État et le levier d'une métamorphose de l'administration grâce aux dispositifs sociaux qui remettent en question la dichotomie prestataire-bénéficiaire du service public. Urban policy is the privileged area for the setting up of the new administration model. The DSU is, in the first place, related to the fundamental changes in how the administration is run ; to its regulation and also to its relation with society. On the other hand, the DSU by appealing to various competencies and different partners, is used to taking into account the projects suggested by the members of the community. The DSU expresses the new right of the citizen in the shaping of his own town and is ready to consider propositions made by the people.
Urban policy is both the putting into practice of the government policy of modern administratif» and the renewal of the public services in a limited geographical area.
