En Espagne, au système bureaucratique de santé et de protection sociale hérité du franquisme, se substitue peu à peu un système national de santé : unification et intégration d'un secteur public émietté entre de multiples administrations, universalisation du droit aux soins, fiscalisation du financement, décentralisation régionale des compétences et des services, et réforme de l'organisation des soins de première ligne. Le succès de cette restructuration sans précipitation risque d'être compromis par un certain nombre de maux structurels du système. From the Falange to Alma Ata : changes undergone by the spanish health system.
In Spain, a bureaucratic health and social protection system inherited from francoism is progressively giving way to a national health system with the following changes : unification and integration of the public sector scattered among numerous administrations, universalization of the right to health care, taxation of the financing, regional decentralization of competences and services, and reform of the organization of first line care. The success of this shooth restructuring may be jeopardized by a number of flaws inherent to the system.
