Titre La « location abordable » comme objet politique au Portugal. Regards sur la gouvernance urbaine et la politique du logement

Résumé À l'heure où le logement locatif prend de l'ampleur dans les discours politiques, l'article propose des pistes pour la formulation d'un modèle d'intervention favorable à la « location abordable », en soulignant les contradictions et les obstacles à une politique de logement juste et équitable. Une analyse critique de l'évolution des fondements politiques qui guident l'intervention de l'État depuis les années 1990 est menée.Trois régimes de gouvernance sont identifiés qui prennent en considération les différentes « rationalités politiques » dans l'exercice du pouvoir et leurs effets sur le marché de la location : l'incitation à l'achat ; l'encouragement à la réhabilitation urbaine ; et, plus récemment, l'intensification des mesures d'austérité dans le cadre des Programmes d'ajustement économique et financier convenu entre le FMI, la BCE, « les gouvernements forts » de l'UE (la Troïka) et le gouvernement portugais. La « location abordable », jusqu'alors un objet politique inexistant ou mal défini, parce que dépourvu d'un cadre juridique opérationnel, évolue vers un objet qui, bien qu'encore vague, émerge comme instrument de résolution du problème des créances douteuses qui menaçaient les banques. Cette nouvelle approche est fortement soumise à des logiques d'intervention marquées par les fondements d'une politique néolibérale depuis 2011 au Portugal.

Résumé anglais « Affordable leasing » as a political object in Portugal. Perspectives on urban governance and housing policyIn a time where the leasing market expands its prominence in political discourse and formulation, the article proposes guidelines for the formulation of a model of urban and housing intervention that favors « affordable leasing », highlighting the contradictions and obstacles to a just and equitable housing policy. It is a critical analysis of the evolution in the political foundations that have been guiding the urban and housing intervention since the 1990s.Considering the « political rationalities » in the exercise of power and its effects on the rental market, three regimes of governance are identified : the support for the purchase ; the encouragement of urban regeneration, and, more recently, the intensification of austerity measures contained in the Programs for economic and financial adjustment agreed between the IMF, the ECB, the « strong governments » of the EU (the Troika) and the Portuguese government.The « affordable leasing », so far a non-existent or poorly defined political object, as it is devoid of political and operational frameworks, evolves to an object, still vague in its definition, but solid as a means of answering to the non-compliance and foreclosure problems that threaten banks. This new approach is largely subjugated to the logics of intervention marked by the foundations of a neoliberal policy, increasingly present in the government since 2011.
