Ce travail est une ébauche de plusieurs études doctorales en Sciences de l'information et de la communication traitant la question de l'intelligence territoriale. Il est ancré dans un contexte spécifique, à savoir des zones arides, fragiles et menacées en Tunisie. Dans le cadre d'une valorisation de ces territoires, les questions de communication publique et territoriale sont couplées à des interrogations méthodologiques. Le choix des dispositifs d'intelligence territoriale s'opère par les acteurs institutionnels et non institutionnels qui ont pour objectif de définir les éléments identitaires. Ainsi, les pratiques de l'intelligence territoriale regroupent-elles la surveillance environnementale, la protection des patrimoines naturel matériel et immatériel, le renforcement des échanges entre les acteurs et la promotion de la communication. Les recherches adoptent une double logique ; une logique de communication, de production et d'appropriation des connaissances et une logique (critique) d'instrumentalisation des dispositifs d'intelligence territoriale et des pratiques de valorisation. Voilà pourquoi ce texte mobilise des approches pluridisciplinaires autour de l'usage et de l'appropriation des technologies, d'une part et de la participation des acteurs dans le développement territorial, d'autre part. This work is a sketch of several doctoral studies in Sciences of the information and communication handling the question of the territorial intelligence. Zones dry, fragile and threatened in Tunisia are anchored in a specific context, worth knowing. Within the framework of a valuation of these territories, the questions of public and territorial communication are coupled with methodological questioning. The choice of the devices of territorial intelligence takes place by the institutional and not institutional actors who have for objective to define the identical elements. So, the practices of territorial intelligence include environmental surveillance, the protection of the natural, material and immaterial heritage, the strengthening of exchanges between actors and the promotion of the communication. The researches adopt a double logic; a logic of communication, production and appropriation of knowledge and a (critical) logic of instrumentalization of the devices of territorial intelligence and the practices of valuation. That's why this text mobilizes multidisciplinary approaches around the use and the technology appropriation, on one the hand and around the participation of the actors in the territorial development, on the other hand.
