L'enjeu de l'article est de mesurer la dépendance d'Haïti envers la République dominicaine à l'aune de la porosité de la frontière insulaire, frontière sur laquelle ce dernier Etat tente d'affirmer son contrôle. Selon l'échelle d'analyse, la dépendance se fait parfois interdépendance. Mais, au-delà de la relation avec le pays limitrophe, Haïti serait aussi symptomatique d'une forme d'instrumentalisation de la catégorisation même en «Etat fragile » . En effet, le terme d'Etat «fragile » semble désormais s'imposer dans les institutions internationales, et son application au cas haïtien parait révélateur d'une modalité spécifique d'inscription du pays dans la mondialisation. This article's aim is to asses the dependence of Haiti to the Dominican Republic compared to porosity of the insular border, on which Dominican Republic tries to assert its control. Depending on the scale of analysis, dependence can also become interdependence. But beyond the relationship with the adjacent country, Haiti would also be symptomatic of a form of “ exploitation” of the classification itself in not
weak anymore but fragile State. Indeed, the term " fragile State" now seems to be established in international institutions vocabulary, and its application to the Haitian case brings out the specificity of its inscription into globalization process of this country into globalization.
