Le redéveloppement de la friche sidérurgique luxembourgeoise d'Esch-Belval est un grand projet urbain mixte, de par son programme universitaire, économique, administratif, et résidentiel. Il constitue un point de départ fort pour décentraliser le Grand-Duché et revitaliser son ancien bassin minier. De l'autre côté de la frontière, dans le nord du Pays-Haut lorrain, les anciennes communes industrielles demeurent démunies suite aux fermetures totales des mines et des usines. Face au phénomène frontalier notamment, le bassin de vie d'Esch-sur-Alzette Villerupt nécessite une recomposition urbaine fonctionnelle, mais la volonté d'aménager une éco-agglomération transfrontalière est une perspective qui contraste encore nettement avec la situation actuelle. Toutefois, l'implantation voisine de l'ambitieux projet d'Esch-Belval a permis d'attirer l'attention du gouvernement français, au point qu'il a déclaré le versant français “ Opération d'Intérêt National” en décembre 2009. Cette décision, associée à la labellisation “ écocité” du territoire et à la signature du GECT “Alzette-Belval” en 2010, semble donner les moyens aux communes françaises de voir enfin débuter un long chantier urbain. The redevelopment of the Luxembourg derelict steel-making land of Esch-Belval is a large mixed urban project, with its university, economic, administrative and residential program. It corresponds to a strong effort to decentralize the Grand Duchy and revitalize its old mining area. On the other side of the border, in Northern Lorraine, the former industrial municipalities remain poor in the aftermath of the closing down of mines and factories. Particularly in view of the cross-border work phenomenon, the population center of Esch-sur-Alzette Villerupt requires a functional urban reorganization, but the wish to plan a cross-border eco-agglomeration is a prospect which is still in sharp contrast with the current situation. However, the ambitious nearby project of Esch-Belval drew the attention of the French government, so much so that he declared the French side an " Operation of National Interest "in December 2009. This decision, joined with the "ecocity" labelling of the territory and with the signature of the EGTC “Alzette-Belval” in 2010, appears to give the French municipalities the means to finally beginning a long urban project.
