La vallée de la Seine, nouveau territoire économique créé par l'État, est le premier bassin européen de production de médicaments, tourné pour plus de la moitié vers l'exportation, et organisé par les principaux acteurs internationaux, implantés depuis plusieurs décennies avec une stratégie de développement à l'international. Soumis à la dynamique de mondialisation, ce territoire a dû s'adapter afin d'être et de rester attractif, dans le but d'accroître la compétitivité de la filière pharmaceutique. Par ailleurs, la France a décidé de créer de précieux outils visant à faciliter l'articulation entre le territoire et ses entreprises. Un des leviers d'action porte sur le processus de transformation digitale. Parmi tous les outils, la blockchain influe sur les processus générateurs de flux, et pas uniquement sur les écoulements des marchandises. Ainsi, elle peut organiser la supply chain. Cette recherche des retombées d'une telle transformation, sous toutes leurs formes au sein de la filière pharmaceutique implique des innovations soutenues, dans le cadre d'une approche offensive, par la puissance publique sur le volet logistique des industriels et distributeurs, ainsi que sur l'évaluation des possibilités d'action dans le champ de l'aménagement territorial de l'industrie pharmaceutique ou de leurs organisations logistiques. Blockchain as a service to improve the competitiveness of companies and the attractivity of territories. Application in the pharmaceutical sector in the Seine AxisThe Seine Axis is the first European basin for the production of drugs. More than half of this production is exported. It is organized by the main international leaders which have been implanted in the region for several decades with an international development policy. Therefore, under the dynamic of globalization, this territory has had to adapt in order to be or to remain attractive, so as to increase the competitiveness of the pharmaceutical sector. This is being achieved in particular by developing two dedicated business parks in Normandy. Furthermore, in the context of global geoeconomic uncertainty, France has decided to support the sector by creating a new specific territory : the Seine Axis, as well as providing useful tools to facilitate the linkage between the territory and its companies. One of the levers for action relies on the process of digital transformation, and particularly on blockchain technology which influences the generative processes of flows, and not only merchandise flows. The use of blockchain technology with generative processes of drug flows means assessing action possibilities in the field of regional development in the pharmaceutical industry, or in their logistic organizations. Study is therefore needed specifically on the policies of geographical location of the industries and logistics platforms in this field. This research concerning the various forms of numerical consequences on the future of supply chain, with the blockchain, in the pharmaceutical sector, implies numerous innovations, within a framework of an active approach, by public authorities to the logistics domain of industry and retail.
