Cet article dresse un panorama des transformations du rapport entre l'État et l'administré depuis les années 1970. Les attentes de ce dernier quant à la transparence, la prise en compte de sa situation et la participation à la décision se sont traduites par de nouveaux droits, qu'il peut désormais faire valoir à l'égard de l'administration. La dématérialisation et la numérisation de l'action publique ont offert la possibilité à l'administré d'exiger simultanément la protection de ses données et une plus grande intelligibilité des décisions le concernant. This article provides an overview of the changes in the relationship between the French State and its citizens since the 1970s. The citizens' expectations about transparency, the consideration of their situations and their participation in the decision making processes have led to the granting of new rights. These rights can now be asserted in front of the administration. Besides, the dematerialization and the digitization of the public action offered the possibility to the citizens to ask not only the protection of their data but also to be more comprehensibly informed about the decisions concerning him. Finally, the relationships between the State and its citizens became less vertical than they were in the past, multiplying the possibilities of dialogue and recourse for the benefit of the citizens.
