S'inspirant d'une recherche qu'il a menée sur la communication gouvernementale au Québec, l'auteur montre comment le concept de communication tend à remplacer celui d'information gouvernementale et comment ce changement peut masquer le passage d'une communication informative à une communication persuasive. Il explique également pourquoi le statut de fonctionnaire rend les communicateurs gouvernementaux inaptes à la cueillette de la rétroaction des citoyens à la communication gouvernementale. Making use of the results of his research on the governmental communication in Quebec, the author shows how the concept of communication is gradually displaced by that of governmental information and how this change can camouflage the transition from informative communication to persuasive communication. He also points out why their status as civil servants makes it impossible for government communication officers to accurately evaluate the citizen's reactions to governmental communication.
