Les Palestiniens ont enregistré, grâce à l'Intifadah, d'importants succès au plan diplomatique au cours de la première année de ce soulèvement. Mais les concessions unilatérales faites à la fin de 1988 par l'OLP n'ont pas encore entraîné de progrès tangibles sur la voie de la paix. La base de l'Organisation et les habitants des territoires occupés sont impatients et surtout inquiets des développements internationaux, notamment des change- ments à l'Est qui les privent alliés précieux ― et surtout de l'allié stratégique qu'a été l'Union soviétique ― et qui ont pour conséquence directe l'arrivée massive de Juifs soviétiques. En trente mois d'Intifadah, l'opinion dans les territoires s'est durcie et se cherche une nouvelle stratégie tandis que l'OLP cultive à nouveau ses relations avec le monde arabe pour retrouver une profondeur stratégique et politique susceptible inciter Israël à négocier. The Palestinian-Israeli Confrontation — War and Civil War, by Bassina Kodmani-Darwish
During the first year of the intifada, the Palestinians have scored important diplomatie advantages. But the unilateral concessions made by the PLO at the end of 1988 have not brought any tangible progress towards peace. PLO headquarters and inhabitants of the occupied territories are impatient and anxious about international developments. The changes in the East have deprived them of precious allies, especially their most important strategie ally, the Soviet Union, and have led directly to the massive immigration of Soviet Jews. Over the 30 months of intifada, opinions have hardened in the occupied territories and new strategies are sought. The PLO, in the meantime, is once more seeking the help of Arab countries in finding ways to exert pressure on Israel to negotiate. Source : Éditeur (via Persée) |
