Après l'invasion puis l'annexion du Koweït, la question est de savoir comment et quand Saddam Hussein devra lâcher ce pays. L'option la plus probable serait qu'une action militaire soit entreprise à l'initiative des Etats-Unis avec le soutien de la coalition arabe sur place et celui du plus grand nombre de pays participant à la force multinationale. Si une telle action réussit, que l'Irak est neutralisé militairement, que la conquête est hors de question et qu'une force de dissuasion est présente au Koweit, les négociations pourront sans doute débuter et un embargo sur les armes à l'Irak être imposé. Deux problèmes liés à la crise devront alors être traités simultanément : le règlement du conflit israélo-arabe et la maîtrise des armements et le désarmement sur le plan régional. The Gulf Crisis and the Future of Middle East, by Sir Anthony Parsons
After the invasion and then the annexation of Kuwait, the question is how and when Saddam Hussein will be forced to disgorge Kuwait. The most likely option is that a military action is taken at the initiative of the United States of America, with backing from the Arab coalition on the ground and also of as many as possible of the other states who are participating in the multinational force. If the military action works, the Iraqi forces are driven out of Kuwait, the conquest is out of question and there is a deterrent force in Kuwait, the negotiations will be able to start and a mandatory arms embargo will be able to be imposed on Iraq.
