	Résumé	Cet article examine comment l'Union européenne (UE) a cherché à faire face à la menace du terrorisme chimique, biologique, radiologique ou nucléaire (CBRN) en utilisant le Multiple Streams Framework de Kingdon. Il démontre que l'UE a considérablement développé sa réponse à la menace terroriste CBRN, mais de manière fragmentaire. Il fait également valoir que, contrairement aux débats intenses sur la menace terroriste CBRN et au grand nombre de propositions politiques qui en ont résulté, l'UE n'a adopté qu'un nombre limité d'instruments de "droit contraignant", bien que certains d'entre eux aient eu un impact significatif. 	Résumé anglais	This article examines how the European Union (EU) has sought to address the threat of CBRN terrorism using Kingdon's Multiple Streams Framework. It demonstrates that the EU has significantly developed its response to the CBRN terrorist threat, but that it has followed a piecemeal approach to a significant extent. It also argues that, in contrast to the intense debates about the CBRN terrorist threat and the large number of policy proposals generated, the EU has only adopted a limited number of ‘hard law' instruments, although some of those have had a significant impact.
