Les deux villes se sont engagées dans un «Plan Climat » (Paris en 2007, Mexico en 2008) et dans les réseaux des villes et métropoles qui, au niveau mondial souhaitent participer aux négociations sur le climat à côté des États. Une première partie est consacrée aux données existantes. Une deuxième partie s'attache à présenter les actions significatives entreprises (ou absentes). Une troisième partie s'interroge sur les articulations existantes entres les deux villes capitales et leurs aires d'agglomération respectives. Les deux grandes villes capitales ont-elles les moyens de leurs ambitions face au changement climatique ? Quel rôle moteur, avec leurs agglomérations, pourraient-elles avoir au niveau international ? The two capitals committed to "Climate Projects" (Paris in 2007 and Mexico City in 2008) and joined a network of cities and metropolis that wish to participate in the climate negotiations on an international level alongside other countries. The first part will be dedicated to the existing data. A second part will be devoted to showing the significant actions that have been undertaken (or that are lacking). The third part will be dedicated to questioning the existing links between the two capital cities and their sprawls. Do these two capital cities have the means to fulfil their ambitions regarding climate change ? What driving force could they have, together with their sprawls, on an international level ?
