Le modèle de citoyenneté britannique libéral — tel qu'il a été défini par Marshall, au lendemain de la Seconde Guerre mondiale — a souvent été critiqué pour son « universalisme » exclusif. La décolonisation, l'arrivée massive d'immigrants en provenance du Nouveau Commonwealth, leur installation définitive au Royaume-Uni et la remise en question de l'Étatprovidence, ont fragilisé ce modèle. Alors que l'État était jusqu'à présent censé garantir les droits individuels des citoyen(ne)s, les partisans du « multiculturalisme » lui demandent de plus en plus souvent de garantir aussi ceux des groupes. Individual Rights, Group rights and Citizenship
The British – liberal – model of citizenship as Marshall defined it in the aftermath of the Second World War has often been criticized for its exclusive "universalism". Decolonisation, the permanent settlement of massive numbers of immigrants from the New Commonwealth, and the rethinking of the basic premises of the Welfare State, have weakened this model. The state, which until recently was expected to guarantee the rights and liberties of its individual citizens is now often also expected to guarantee those of cultural groups. Are these compatible ?
