Cet article décrit la mise en place de collectes sélectives des déchets dans trois quartiers d'habitat collectif. Il étudie le rôle "réparateur" joué par les gardiens d'immeuble. Leur place est essentielle pour le succès de ces opérations car ils veillent à ce que les habitants respectent les procédures de tri et opèrent les ajustements qui comblent les déficits organisationnels négligés par les responsables ou inconnus d'eux. This description of the sorting of household garbage prior to collection in public hou¬ sing projects in three neighbourhoods focuses on the role of "repairman" played by building caretakers. This role is essential for this type of garbage collection to be successful : these caretakers see to it that inhabitants sort garbage properly, and are responsible for buildings being kept clean. Without their active participation, selective garbage collection cannot work. Nonetheless, this group of actors has no place in plans for reforming garbage collection. Emphasis is laid on the organizational uncertainty of the position of caretakers, who, employed by public housing authorities, are overlooked by the municipal authorities behind these reforms. Alone in the field, these caretakers have to adapt and invent negotiating strategies. Their behavior is closely described. Source : Éditeur (via Persée) |
