En 2011, les dirigeants palestiniens ont amorcé un virage
stratégique afin de tenter de mettre fin à près de vingt ans de
paralysie des accords d'Oslo et du processus de négociation
israélo-palestinien. L'Organisation de libération de la Palestine
(OLP) a progressivement mis de coté le cadre bilatéral
inhérent aux Accords pour pousser à une multilatéralisation du
processus, se référant systématiquement au droit international
et aux organisations comme base de l'action diplomatique. Cet
article analyse et revient de manière critique sur cette nouvelle
orientation diplomatique. Il interroge la volonté de l'OLP de
lutter contre sa propre inertie et de sortir du « piège bilatéral
», ainsi que sa capacité à ouvrir le processus à un plus grand
nombre d'acteurs, au temps des luttes pour la redistribution et
la reconnaissance dans un monde de plus en plus multipolaire

In 2011, the Palestinian leadership initiated a strategic shift in
an effort to bring to an end almost twenty years of Palestinian
compliance with the failed Oslo Agreements. The Palestinian
Liberation Organization (PLO) has progressively abandoned
the bilateral framework inherent to the Accords to push for a
multilateralization of the process, systematically referring to
international law and organizations as a basis for diplomatic
action. This paper analyses and critically reflects on this diplomatic
shift. It questions the PLO's readiness to fight its own inertia
and exit the “bilateral trap”, along with its ability to open up the
process to a larger set of actors, in a struggle for redistribution
and recognition in an increasingly multipolar world and a fading
