Résumé La Libye post-Kadhafi constitue un terreau opportun de reconfiguration géopolitique des migrations. Les pratiques et les dynamiques d'acteurs liées aux migrations s'inscrivent avant tout dans une continuité avec celles de l'ère Kadhafi. La reconfiguration géopolitique des migrations est le résultat de processus d'adaptation des acteurs, lié au contexte politique et sécuritaire libyen, en articulation avec d'autres évolutions sur les parcours et les marchés de la migration. L'intensification des trafics s'accompagne de l'éclatement des acteurs intervenant sur les migrations, sources de multiples risques pour les migrants. Dans un contexte régional de « guerre à la mobilité », l'ensemble conduit à une illustration paroxystique de la porosité entre trafic de migrants et traite des personnes, qui justifie l'intervention d'acteurs extérieurs. La reconfiguration en cours est ainsi également liée à l'émergence et à l'expérimentation de nouvelles formes de gestion des migrations sur le territoire libyen et plus largement en Afrique, visant ou contribuant à modeler le futur des migrations africaines.

Résumé anglais Post-Gaddafi Libya is an opportune field for geopolitical reconfiguration of migration. The practices and dynamics of actors linked to migration are above all in line with those of the Gaddafi era. The geopolitical reconfiguration of migration is the result of a process of adaptation of the actors, linked to the Libyan political and security context, in articulation with other developments on the migration routes and markets. The intensification of smuggling is accompanied by the crumbling of actors involved in migration, sources of multiple risks for migrants. In a regional context of “war on mobility”, all of this leads to a paroxysmal illustration of the porosity between smuggling of migrants and trafficking in persons, which justifies the intervention of external actors. The ongoing reconfiguration is thus also linked to the emergence and experimentation of new forms of migration management on Libyan territory and more broadly in Africa, aimed at or contributing to shaping the future of African migration.
