Face à l'urgence climatique et au renforcement des ambitions européennes visant à atteindre la neutralité carbone, le calendrier de la transition écologique en France est désormais soumis à de fortes contraintes. Dans ce contexte, plusieurs exercices de prospective ont été entrepris ces dernières années, pour nourrir le débat et donner aux décideurs les éléments de réflexion nécessaires à la mise en œuvre d'une stratégie de transition compatible avec les objectifs de décarbonation du pays2.L'ADEME (Agence de la transition écologique), établissement public interministériel, qui coordonne depuis plus de 10 ans des réflexions prospectives sur la transition écologique française, a publié fin 2021 son dernier exercice sur le sujet : Transition(s) 2050. Cet article rappelle le contexte et la méthodologie de cet exercice, fruit de deux ans de travaux et de concertation. Il présente les quatre scénarios types, cohérents et contrastés, proposés par l'ADEME pour conduire la France vers la neutralité carbone à l'horizon 2050 : « Génération frugale », « Coopérations territoriales », « Technologies vertes » et « Paris réparateur ». Imaginés pour la France métropolitaine, ces scénarios reposent sur les mêmes données macroéconomiques, démographiques et d'évolution climatique, mais ils empruntent des voies distinctes et correspondent à des choix de société très différents. Aux décideurs politiques désormais d'organiser le cheminement qui leur semble le plus pertinent et acceptable, en ayant en tête que chaque scénario constitue un tout cohérent (il ne s'agit pas de « picorer » dans les quatre), qu'outre l'échéance 2050, les étapes intermédiaires sont cruciales (notamment 2030), et qu'enfin, pour tenir ces étapes intermédiaires, les actions sur la demande (donc les modes de vie et consommation) sont incontournables. Given the looming climate emergency and heightened European ambitions for carbon neutrality, the schedule for ecological transition in France is now very tight. In this context, a number of foresight exercises have been undertaken in recent years to stoke the debate and provide decision-makers with the food for thought needed for implementing a transition strategy compatible with the country's de-carbonization objectives.ADEME (France's Ecological Transition Agency), an inter-departmental public body that has been coordinating foresight thinking on the French ecological transition for more than 10 years, published its last exercise on the subject — Transition(s) 2050 — in late 2021. This article reminds us of the context and methodology of that exercise, the fruit of two years' work and collaboration. It lays out the four typical — coherent and contrasting — scenarios proposed by ADEME for taking France toward carbon neutrality by 2050. These are: ‘Frugal Generation', ‘Territorial Cooperation', ‘Green Technologies' and ‘Restorative Paris'. Conceived for mainland France, these scenarios are based on the same macroeconomic, demographic and climate data, but they take distinct paths and reflect very different societal choices. It is now up to the political decision-makers to choose the path that seems most appropriate and acceptable to them, keeping in mind that each scenario forms a coherent whole (one cannot ‘cherry-pick' from within the four), and that, above and beyond the 2050 target date, the intermediate stages are crucial (particularly 2030) and, lastly, to meet these intermediate targets, that it will be imperative to take action to modify demand — and hence to change ways of life and consumption.
