Au milieu des années 2000, l'AFD et l'AECID semblaient engagées dans des trajectoires oppo-sées en Amérique latine, l'une y créant ses premières implantations, l'autre affichant sa volon-té de diminuer la forte concentration de son aide dans le sous-continent. 20 ans après, l'Agenda 2030 ayant rebattu les cartes et toutes deux ayant réformé quasi-concomitamment leur cadre législatif, les coopérations pour le développement française et espagnole font face à des défis communs dans la région, chacune depuis son prisme. La France est devenue l'un des premiers bailleurs bilatéraux de la zone, ce que ses priorités de politique étrangère ne laissaient pas entrevoir. In the mid-2000s, AFD and AECID seemed to be on opposite paths in Latin America, one creat-ing its first offices in the region, the other showing its willingness to reduce the high concen-tration of its aid in the subcontinent. 20 years later, with the 2030 Agenda having reshaped the global development agenda and both countries having almost simultaneously reformed their legislative framework, French and Spanish development cooperation are facing common challenges in the region, each from its own prism. France has become one of the first bilateral donors to the area, which its foreign policy priorities did not suggest.
