Training civil servants in Latin America
After mustering some major problems of Latin American Civil Service (the growth of public administration, the complexity of public management, the lack of qualified staff), the author discusses the question of training civil servants. He shows the need for the Latin American countries to institute a true training System for civil servants and goes on pointing out the conditions for the implémentation of such a System.
