Research administration in the USSR.
The paper presents a generous overview of USSR research administration, stressing two main aspects : programming and the planning of the progress of science and technology, on the one hand, and the managerial potential of Research on the other. Closely linked up with the USSR political and administrative System, research administration exhibits both spectacular achievements and a surprising backwardness in certain areas, although it may be difficult to ascertain respective causes with precision.
