Modernizing Public Sector Human Resource Management.
Human resource management should confront the same challenges and adopt the same techniques in the public sector as in the private sector. However, the administration dealing with management changes is ten years behind the times and must find original methods for success. The top executives in the public service should, in particular, acquire field experience and exchange their know-how with private sector managers. Agent motivation involves improved working conditions and increasing the responsibility of operational units. Relations with social partners should be diversifled and decentralized.
