The Administrative Structures of Parliaments. A Comparative Perspective.
Comparing the administrative structures of Parliaments shows some constant features linked to the nature of the institution. All parliamentary assemblies share a common appearance in three major aspects : the administrative functions of the political instances which manage assemblies, the leading role of the highest officials of the assemblies and the big units which structure the parliamentary administrations. Nevertheless, it is not possible to find one typical organisational pattern : this is reassuring, as the sovereign assemblies are fully free to decide outside of any guidelines.
