The Houses of Parliament's Financial Settlement in France.
The sovereignty of Parliament stems from the principle of separation of powers as stated in article 16 of the french Declaration of human rights of 1789. Giving due respect to this sovereignty demands a financial settlement which guarantees a truly autonomous management. From the Revolution to Fifth Republic, rules and practices have efficiently safeguarded the financial independence of the Houses. Conventions of the Constitution have an important role to play.
