Cet article examine la genèse de la collaboration économique entre la France et l'Allemagne en juillet et août 1940, en se concentrant sur la gestion des métaux. Une analyse des archives des bureaux des métaux des administrations allemandes en Norvège, aux Pays-Bas, en Belgique et en France démontre comment Berlin cherchait à intégrer les territoires occupés sur un plan économique commun, formant ainsi un « empire économique ». Cette approche comparative met en évidence les réticences initiales des autorités françaises à accepter les directives allemandes, les vains appels au droit international et l'échec d'une réorganisation économique qui tentait de maintenir le contrôle national de l'économie. This article examines the origins of economic collaboration between France and Germany in July and August 1940, focusing on the management of metals. An analysis of the archives of the metal management offices of the German administrations in Norway, the Netherlands, Belgium, and France demonstrates how Berlin sought to integrate the occupied territories into a common economic plan, thus forming an “economic empire.” This comparative approach highlights the initial reluctance of French authorities to accept German directives, the futile appeals to international law and the failure of an economic reorganization that attempted to keep control of the economy in French hands.
