Ever since 1960, Cuba has been targeted as public enemy number one by Washington. No matter who is in the White House, hostility has always prevailed, part of it owing to Castro's adventurism abroad. After the coercive and military actions of the 1960's, US-Cuban relationships, except for a few episodes, have turned into cold hostility, occasionally resorting to mutual black-mail. Yet, the various foreign policy actors in Washington hardly share uniform views and the growing role of the Cuban exile community in US decision making is not to be overlooked.
