The United States has been in the grip of a declinist discourse for several decades, the Gulf War notwithstanding. This domestic crisis has had an impact on international relations and prompted U.S. authorities and business leaders to devise new global strategies. Even if the cultural dimension appears to be gaining strength in the US approach to international relations, the traditional aims of America's foreign policy since World War II have not changed in a significant way.
