Depuis 1986, la réforme économique engagée par les autorités vietnamiennes et caractérisée par une politique d'ouverture à un certain libéralisme, a entraîné une accélération de la croissance démographique des métropoles, notamment d'Ho Chi Minh-Ville, et une multiplication des entreprises privées. Le niveau de vie a augmenté, mais aussi les écarts de revenus au sein de la population urbaine. La gestion centralisée des villes faisait de l'Etat le seul décideur en tous domaines, notamment en matière d'habitat, mais l'insuffisance de ses moyens financiers ne lui permettait d'offrir que des conditions de logement médiocres. La tendance actuelle est à la «gestion partagée», qui vise à associer les citadins au choix et à la réalisation des projets d'aménagement et de rénovation les concernant, mais les vieux réflexes autoritaires n'ont pas encore disparu. City Expansion ; the Management of Cities and Dwellings As Exemplified by Ho Chi Minh-City, Vietnam. Since 1986, the economic reform undertaken by the Vietnamese authorities and characterized by a political opening towards a certain degree of liberalism, has led to the acceleration of demographic growth of cities, in particular Ho Chi Minh-City, and to an increase in the number of private enterprises. The standard of living has risen, but the spread in income among the urban population has also widened. The centralized control of cities had made of the State the only decider in all sectors, especially as regards dwellings, but the dearth of financial means had only enabled it to offer lodgings of a mediocre quality. The present tendancy is directed to «shared management», which aims at associating the citizens in the choice and realization of development projects, and the renovation concerning them ; but the former authoritarian thinking and inclinations have not yet disappeared.
