Dans notre culture d'armée combattante, le terme de norme peut être un repoussoir. Il symbolise un esprit technocratique et une technostructure potentiellement contraires à l'esprit guerrier. Pourtant, le travail de « normalisation » à l'otan fonde au quotidien la capacité des forces alliées à manœuvrer en coordination. Il bâtit l'interopérabilité, ciment de la capacité militaire de l'Alliance atlantique, et donc de sa crédibilité. In our culture, where armies are combative by nature, the term “norm” can seem revulsive: it points to a technocratic spirit and an overarching techno-structure, which may prove contrary to the spirit of war. Nevertheless, the “normalisation” work carried out within NATO lays the foundations for coordinated manoeuvres among allied forces. It is the essence of interoperability, which cements the Atlantic Alliance's military capability and, thereby, its credibility.
