L'administration publique opère dans une tension constante entre une approche collective, visant à satisfaire le plus grand nombre, et une approche individuelle, qui tend à considérer les besoins des groupes spécifiques au sein de la population. Ainsi, la présente contribution analyse l'évolution de la relation entre l'administration et son public, tout en proposant une clarification conceptuelle des notions d'inclusion et d'accessibilité. Le carré sémiotique est utilisé comme outil exploratoire dans une approche structurante de ces deux notions. La composante sémiotique permet alors de mieux parcourir le lien entre l'administration et le public à la lumière des grands principes qui règlent l'action étatique. Public administration operates in a constant tension between a collective approach, aiming to satisfy the greatest number, and an individual approach, which tends to consider the needs of specific target groups. The present contribution analyses the evolution of the relationship between the administration and its public, while providing a conceptual clarification of the notions of inclusion and accessibility. The semiotic square is used as an exploratory tool in a structured approach to these two concepts. The semiotic component allows for a better understanding of the link between administration and the public in light of the overarching principles that govern state action.
