In order to understand why EU policy accommodates the preferences of the countries of central and eastern Europe (CEECs) to a greater extent than an account based purely on material selfish interests on the part of the EU would expect, we need to take ideational factors into account. The EU's discursively constructed collective identity towards the CEECs inclines policy-makers acting on behalf of the EU towards accommodating the CEECs' preferences. However, as the EU's policy towards the CEECs is a ‘composite policy', a crucial mediating factor are the policy paradigms that underpin EU policy in the various sub-areas covered by its policy towards the CEECs.
