  Information for and about territorials authorities is our dossier's title, follow-up to a national seminar on this topic, organized in May 2012 by the cultural pole of Inset-CNFPT and INTD-CNAM. The regional authority concept remains strong despite globalization and the borderless virtual world. Discussion of information in these regions extends beyond the initial framework. The various contributions that make up this dossier shed light on projects where information serves regions more than individuals. Challenges remain, in particular for municipal networks that present the same information provision questions encountered by information services everywhere.

  Le mouvement de l'Open data a sans nul doute donné un nouvel attrait aux données publiques, ces données qui émanent notamment des collectivités territoriales. Mais, au-delà, la gestion de l'information qui irrigue ces collectivités présente bien d'autres enjeux où l'architecture de l'information, l'intelligence territoriale, la gouvernance documentaire sont appelées à jouer un rôle majeur. L'information sur les territoires, vue comme un objet de recherche, prend une autre dimension, indissociable de la précédente. Elle sera illustrée par plusieurs initiatives remarquables menées par des collectivités et des chercheurs. L'information, sous ses multiples formes, au service des territoires et de leurs habitants, occupe donc bien un rôle majeur. Informer, n'est-ce pas gouverner ?

  The state of local and regional information
  The Open data movement without doubt has made public data, especially those provided by regional authorities, more attractive. Challenges in this area will be met only where information architecture, regional intelligence and information governance can play a major role. Regional authority information, as a search topic, takes on another dimension indissociable from information management. Several initiatives undertaken by such municipal networks and researchers illustrate this. The many forms of information that serve regions and their inhabitants play a major role.

  Information, a challenge for local and regional authorities"Develop an information culture", a familiar ambition in a variety of contexts, is becoming a necessity in the political sphere. Local and regional authorities will need to implement coherent information policies that foster wide access to information, efficient intelligence monitoring, information preservation and knowledge management.

  Cet article propose un travail de recherche appliquée répondant à un réel besoin d'amélioration de recueil, d'indexation et de recherche des connaissances dans le domaine du patrimoine culturel. Conçu, modélisé et expérimenté en environnement réel par Stefan du Château, Danielle Boulanger et Eunika Mercier-Laurent, le système Simplicius présenté dans cet article permet d'automatiser le cycle de vie d'informations et connaissances pour une recherche future. Il est composé de plusieurs modules permettant le recueil d'informations orales, leur « traduction » automatique vers un fichier texte, l'analyse linguistique et l'extraction d'informations et, enfin, le peuplement semi-automatique d'une ontologie de domaine selon un modèle conceptuel prédéfini. Ce système hybride s'appuie à la fois sur les techniques de traitement du signal, de traitement du langage naturel et la modélisation des connaissances.

  Interdisciplinary approach to cultural heritage knowledge management
  This article describes an applied research project that addressed a real need to improve cultural heritage knowledge collection, indexing and research. Designed, modelized and tested in a real environment by our three authors, their system makes it possible to automate an information and knowledge life cycle for future research. Several modules make possible oral information collection, and their "automatic" translation into text files, linguistic analysis and data extraction and semi-automatic population of domain ontology based on a predefined conceptual model. This hybrid system is based on both signal processing techniques, natural language processing and knowledge modeling.
