  The Washington Consensus Based primarily on bibliographical research this article aims to shed some light on the building of the Washington Consen sus This expression designates the orthodox economic poli cies deregulation privatization liberalization of exchange that international financial institutions impose on borrowers in exchange for their help Seeking to understand the mechanism of this construction which involves conversion from Keynesianism to the Washington Consensus the analysis follows the genesis of the two social spaces in which this translation occurs that of university economics and that of the IMF and World Bank In the first instance the authors stress the strategies mathe matical financial ideological or communications which enabled the theoreticians of the Chicago School to dominate the field of power In the second case they emphasize the relatively fragile posi tion of institutional financial experts in the space of financial power and North American politics and view this fragility as one of the reasons which has prevented the development of

  Human Rights and hegemonic Philanthropy This paper uses the example of the history of the movement for the protection of human rights to examine the connec tion between NGOs and philanthropy and the field of state power in the United States and in particular the similarities of the continuing strategy of learned investment outside the state which serves to build the legitimacy of the state the transformations in relation to external crises and generatio nal movements seen especially in the growth in the impor tance of professionalization competition and mediatiza- tion the continuities and change between the practices characteristic of the present world of foundations and NGOs and the original cold war strategy of building allies and figh ting ideologically against communism By tracing this history and how it relates to transformations in state power in the United States the paper argues that the emerging internatio nal market of expertise is inseparable both from develop ments in the struggle over state power in the United States

  La construction interrompue La création en 1959 une agence publique pour promouvoir le développement du Nordeste du Brésil la SUDENE visait intégrer la région la plus pauvre dans le processus industriali sation rapide du pays et inverser sa trajectoire historique de déclin Depuis sa création au coup tat militaire de 1964 cette agence fut dirigée par Celso Furtado un des écono mistes du développement le plus connu Pour comprendre les espoirs les résistances et les combats liés cette innovation ins titutionnelle analyse de la trajectoire sociale de son créateur semble particulièrement intéressante notamment en raison de importance des capitaux internationaux pour créer des réseaux économiques locaux et pour réactiver le sentiment régional Sa renommée internationale et son crédit auprès du public cultivé des métropoles brésiliennes étaient des atouts au service du projet visant corriger les disparités régionales mais ses appuis politiques étaient directement liés aux cercles contrôlant le pouvoir fédéral Les changements survenus sur la scène politique internatio nale ont eu des effets immédiats sur les conditions de son tra vail politique car est au titre de directeur de la SUDENE il dut tenir compte des revirements de la politique américaine pour Amérique latine époque de John Kennedy Soutenu abord par les Américains comme créateur des programmes

  Construction suspended In 1959 public agency the SUDENE was created to promote the development of Nordeste region This structure aimed to bring the poorest region into the fast- paced process of national industrialization and to reverse the historical downwards trajectory From its creation until the military coup etat in 1964 the agency was headed by Celso Furtado one of the best known development economists One particularly interesting tool for understanding the hopes the resistances and the struggles involved in this institutional innovation is the analysis of the social trajectory of its creator notably because of the important role played by internatio nal capital in creating the local economic networks and reac tivating regional feelings international renown and the credit he enjoyed with the cultured Brazilian metropoli tan audience were an advantage for the project which aimed to correct regional disparities but his political support was directly tied to federal power circles The changes in international politics had immediate effects on political working conditions for as director of the SUDENE he was obliged to take into account the changes in US Latin America policy under John Kennedy
