They aim at providing small farmers with structures and helping them modernize their equipment and farming. Until 1974, they essentially played a technical role but the structures provided are now mainly administrative and political. This doubtless makes for modernization but as markets are still controlled by private interests, thé farmers have not been able to pay off their debts.

The central authority supervises water, earth and production. By the mean of planification it prepares field work, credit and management. The new holders are facing new problems with water management and policy. But tribal and familial structures are still surviving.
