  • La périphéricité : du concept au lobby politique - François Taglioni accès libre avec résumé avec résumé en anglais
    L'emploi du terme de périphéricité connaît un état de grâce inversement proportionnel à la rigueur de sa définition. Ce constat, si l'on veut appréhender la périphéricité de façon éclairée, nous amène à visiter et à revisiter un certain nombre de concepts et de notions qui façonnent les rapports des objets géographiques entre eux. Il est donc nécessaire d'avoir recours à la topologie et de mettre en perspective les concepts de contiguïté, de connexité, de discontinuité ou encore de métrique, d'enclavement et de périphéricité. On aurait ainsi une bien meilleure vision du concept ce qui permettrait de relativiser son utilisation à des fins politiciennes. On ne peut donc faire l'économie de procéder à la distinction entre le sens spatial et non spatial du mot périphérie. Il se crée sinon, et à dessein souvent, une confusion entre la position topographique d'un point par rapport à un centre géographique sans qu'il n'y ait forcément de relation dominé/dominant au sens économique.
    The use of the term periphericity has been greatly in favour which is inversely proportional to the rigour of its definition. This observation, if periphicity is apprehended in a different perspective, takes us to consider and reconsider quite a number of concepts and notions which shape relations in between geographical objects. It is then necessary to resort to topology and shed a new light on the concepts of contiguity, connexity, discontinuity or even more on metric, enclavement or periphericity. A far better insight would then be acquired, and it would allow to relativise its use for political goals. We must then take into account the distinction between the spatial and the non-spatial meaning of the term periphery. Otherwise, and often on purpose, a confusion is created between the topographical position of a point in relation to a geographical centre and which does not inevitably hold a relation dominated/dominant in the economic sense.
  • Les voisinages de l'UE sont-ils les périphéries de l'UE ? - Yann Richard, Amaël Cattaruzza, Claire Bordes, Stéphanie Darbot-Trupiano accès libre avec résumé avec résumé en anglais
    Cet article propose d'étudier la nature des relations centre/périphérie établies entre l'Union européenne et les pays de son immédiat voisinage, en mobilisant plusieurs indicateurs (échanges commerciaux, investissements directs, aides publiques au développement, migrations et remises d'épargne). Les relations avec les pays proches restent très dissymétriques. Mais l'Union n'est plus seulement un acteur économique et commercial. On constate que son influence est croissante en tant qu'acteur politique, en particulier à travers la mise en oeuvre de la politique de voisinage. Cette situation nouvelle remet en cause le traditionnel modèle centre/ périphérie appliqué l'Union européenne et aux pays proches, car la géographie qu'il dessine est fondée sur des critères exclusivement économiques. Si l'on remplace les critères économiques par des critères politiques, le statut des pays proches vis-à-vis de l'Union européenne n'est plus le même. Si l'UE apparaît comme un centre économique puissant et peu contesté dans son environnement régional, elle s'érige peu à peu en centre politique émergent. Néanmoins, elle est encore un centre incomplet car contesté et concurrencé par certains pays proches.
    This paper analyses the relevance of the centre/periphery model applied to the relations between the European Union and the all the surrounding countries (i. e. Neighbour Countries, Russia and Western Balkans). The description of these relations is based on several indicators such as trade exchanges, foreign direct investments, official development aid, international migrations and remittances. It appears that the relations between EU and those countries remain strongly dissymmetric. But, it also appears that EU is no more only an economic and commercial centre. Its influence as a political actor has been growing since the 1990. This is particularly obvious in the case since the enforcement of the neighbourhood policy and in the political commitment of EU in the Western Balkans. This situation allows every observer of EU external relations to reconsider the traditional centre/periphery model. This model is strictly based on economic factors. This is no longer sufficient and it is no more relevant to give an interpretation of the current relations between EU and the closest countries. It is then necessary to take political factors more into consideration, along with economic ones. Then, the traditional geographical representation of EU as a dominant centre surrounded by dominated peripheries gets is less clear. On the political point of view, EU has a dominant influence only in certain regions and countries, especially on the candidate ones. In the other countries, its status as a political centre is contested and eventually denied. The paper ends with a short analyse of the newly reformed European Neighbourhood Policy. Apparently, this reform will not be sufficient to enhance the political influence of EU in all the countries of its neighbourhood.
  • Ni voisins, ni membres. La «périphérisation» des Balkans occidentaux via le processus d'adhésion à l'UE - Emmanuelle Chaveneau, Amaël Cattaruzza accès libre avec résumé avec résumé en anglais
    Cet article montre l'ambiguité des relations entre l'Union européenne et les pays des Balkans occidentaux en attente d'intégration. En effet, malgré la feuille de route précise établie par l'UE pour l'intégration de ces régions, celle-ci semble compromise à court terme par la notion de « capacité d'intégration » récemment mise en avant par Bruxelles. Cet éloignement de la perspective d'adhésion, combiné à l'intervention croissante de l'UE dans la conduite des différentes politiques nationales, crée un double processus de périphérisation pour les pays de la région.
    This paper aims to study the ambiguous relationship between the European Union and the countries of the Western Balkans which are waiting for their accession. Indeed, despite the precise agenda defined by EU for the integration of this region, the process is delayed by the notion of « integration capacity », recently asserted in Brussels. The delayed membership perspective and, in the same time, the increasing EU's political intervention in various internal policies implemented by these states tends to reinforce their “EU periphery status”.
  • Evolution des relations commerciales entre l'Union européenne et les Etats de la CEI occidentale. Une tendance à l'intégration régionale ? - Yann Richard accès libre avec résumé avec résumé en anglais
    La régionalisation de l'économie mondiale dessine de grands ensembles dans lesquels on constate une croissance du commerce intrarégional et, éventuellement, le développement de relations d'interdépendance entre Etats. Quelle est la situation de la Russie, de l'Ukraine, de la Moldavie et du Belarus au regard de la formation de la région économique européenne ? L'analyse des échanges commerciaux en valeur permet de nuancer l'idée que ces pays seraient en cours d'intégration dans cet ensemble. En outre, le calcul de l'intensité réelle des échanges bilatéraux permet d'apporter davantage de nuances. Il confirme l'idée qu'il y a une dérégionalisation de l'ancien espace soviétique. Néanmoins, il montre que l'intensité des relations commerciales bilatérales reste très forte au sein de la CEI, tandis qu'elle demeure faible avec l'Europe de l'ouest. Ce tableau incite à penser que la Russie ne peut pas être considérée totalement comme une périphérie économique de l'Union européenne.
    The process of regionalization, inside the broader process of globalization, gives way to the formation of large economic regions inside which one can notice the rapid growth of internal trade flows and eventually the growing importance of economic interdependency. What is the situation of Russia and the Western New Independent States (Ukraine, Belarus, Moldova) regarding the development of the European economic region, which encompasses the UE 25 and almost all its neighbours? Are they on their way to a growing integration in this region or not? To give some solid elements of answer to these questions is quite difficult. If one takes into account only the simple value of exchanges between Western NIS and Europe, two conclusions may be drawn: the growing importance of Russia, and CIS as a whole, among the commercial partners of EU; the importance of EU as the first trade partner of a majority of Newly Independent States; the relative decline of EU among the commercial partners of Russia whose external trade has been growing more rapidly with the rest of the world than with EU since the 1990s. In order to qualify the idea of regionalisation and economic integration of Eastern neighbours of EU, one must also take into account the real intensity of bilateral trade in using another indicator: coefficients of relative bilateral intensity of trade. This indicator is very much relevant in so far as it is influenced neither by the demographic size nor by the economic weight of commercial partners. It confirms the idea that the intensity of trade relations inside the former USSR is still high, despite a clear decrease since the 1990s, while it is much lower with the EEC and even lower with Western Europe. Such conclusions prevent us from considering Russia and the Western NIS as simple peripheries of EU, especially Russia whose regional political and economic influence has been significantly growing since the beginning of Putin's presidency.
  • La colonie interne du Norrland suédois : modèle d'une périphérie extractive ? - Ebba Lisberg-Jansen accès libre avec résumé avec résumé en anglais
    Cet article présente la situation historique et socio-économique du Nord intérieur de la Suède, le Norrland. Les ressources forestières, hydrauliques et minérales de cette région périphérique de l'Union européenne ont été intensément exploitées au profit de l'Etat suédois. Elles ont servi de base au développement de l'Etat providence suédois moderne. Le coût environnemental, culturel et économique du modèle de développement mis en oeuvre dans cette région est analysé. Pour ce faire, l'auteur s'appuie sur les acquis des recherches d'Immanuel Wallerstein et de sa théorie du système monde. Selon cette théorie, l'accumulation de la richesse dans les régions centrales se fait aux dépens du développement économique des périphéries. Aujourd'hui les beaux jours du développement fondé sur le prélèvement des ressources naturelles appartiennent au passé. Les chercheurs, les décideurs politiques, la société civile suggèrent de mettre le cap sur d'autres modèles de développement.
    This paper deals with the historical and current socio-economic situation of the northern interior of Sweden. Its forestal resources, hydro-energy and minerals have all been heavily extracted to the benefit of the Swedish state, forming a basis for the development of Sweden as a highly modernised wellfare-state. The environmental, cultural and economic costs for the Norrland regions are here analysed from the perspective of world system theory, seeing accumulation of wealth in central regions as dependent on the deprivation of geographical and economic peripheries. Today, the high-days of the extraction era are over, and researchers, politicians and civilians all suggest different solutions.
  • Le Partenariat euro-méditerranéen : une tentative d'intégration maladroite - Stéphanie Darbot-Trupiano accès libre avec résumé avec résumé en anglais
    Le partenariat euro-méditerranéen a pour objectif de créer un ensemble régional intégré auquel participeraient les pays membres de l'UE et les Pays Partenaires Méditerranéens (PPM). La proximité géographique de ces Etats oblige l'UE à élaborer des stratégies politiques, économiques et sociales à leur égard.La Conférence de Barcelone en 1995 réunissant les 15 pays membres de l'UE et 12 PPM confirmait l'importance du bassin méditerranéen en y instaurant une « zone euro-méditerranéenne de paix, de stabilité et de sécurité » fondée sur le partenariat. L'UE devenait dès lors le leader du processus de régionalisation en Méditerranée. Néanmoins, plus de dix ans après son lancement, le processus de Barcelone tarde à atteindre ses objectifs. La région euro-méditerranéenne est marquée par l'attractivité de l'UE, « centre » politique, économique de cette région, face aux 12 PPM réduits au rang de première couronne périphérique. Les échanges économiques et financiers restent très asymétriques. Les gradients de niveau de vie, de comportements démographiques, les oppositions de systèmes politiques entre les rives Nord et Sud de la Méditerranée sont flagrants, ce que soulignent les flux migratoires puisque les PPM forment une des principales zones d'origines des migrants résidant dans l'UE. Dans ce contexte, les enjeux du processus de Barcelone sont le développement et la croissance économique de part et d'autre de la Méditerranée et la pacification de cet espace interrégional. La stratégie européenne est toujours basée sur l'instauration d'une zone de libre-échange afin de dynamiser les échanges commerciaux et impulser une croissance économique sur la rive Sud. L'aide au développement devant, quant à elle, soutenir les réformes politiques et économiques nécessaires aux PPM pour la réussite du projet. Le processus de Barcelone peine à se mettre en  place en raison de certaines incohérences telles que la particularité du libre-échange euro-méditerranéen essentiellement industriel et le manque d'échanges entre les PPM eux-mêmes. Une nouvelle initiative a donc été mise en place : le dialogue « 5+5 » réunissant 5 pays de l'UMA (Algérie, Libye, Maroc, Mauritanie et Tunisie) et 5 pays de l'UE (Espagne, France, Italie, Malte et Portugal). Le dialogue « 5+5 » forme en quelque sorte le noyau dur du projet euroméditerranéen : enceinte de dialogue informel ayant pour vocation de consolider le partenariat dans son ensemble.
    The Euro-Mediterranean Partnership aims at creating an integrated regional unity in which the EU Members and the Mediterranean Partners Countries would participate in. These States geographical proximity requires the EU to elaborate political, economical and social strategies concerning them. The 1995 Barcelona Conference, bringing together the fifteen EU Members and the twelve Mediterranean Partners, confirmed the Mediterranean Basin significance by establishing a “Euro-Mediterranean zone of Peace, Stability and Prosperity” based on partnership. From then on, the EU became the leader in the Mediterranean regionalization process. Nevertheless, more than ten years after its launching, the Barcelona process has not achieved its goal yet. The Euro-Mediterranean Region is shaped by the EU attractivity, a political, economical “core” facing the twelve Mediterranean Partners Countries limited as an inner “periphery”. The economical and financial tradings remain very asymetrical. The gradients of standard of living, demographic behavior, political system oppositions between the North and the South of Mediterranean Sea are glaring, which underline the migration flows since most of the migrants residing in the EU come from the Mediterranean Partners. In this context, the Barcelona process stakes are the development and the economic growth on both sides of the Mediterranean Sea and this inter-regional area pacification. The european strategy is still founded on the creation of a free-trade zone in order to instigate commercial trade and to impel economic growth on the Southern Bank. Helping developping countries needs to support political and economical reforms, necessary for the Mediterranean Partners Countries to achieve their goal.
  • Périphéricité et ultrapériphéricité insulaires dans l'Union européenne - André-Louis SANGUIN accès libre avec résumé en anglais
    La question des îles périphériques et ultrapériphériques de l'Union européenne est apparue avec l'adhésion successive d'Etats maritimes et la mise en place officielle de la zone des 200 milles en 1994. Désormais, l'Union Européenne dispose d'une projection territoriale qui va au-delà des limites de l'Europe continentale. Cette étude respecte la classification officielle des îles établie par la Commission européenne. Dans quel rapport centre périphérie les îles s'insérent-elles ? La situation des périphéries et ultrapériphéries insulaires a fortement évolué, mais des problèmes récurrents demeurent. Elles sont l'objet d'une double relation avec leur Etat d'appartenance et l'UE. Maintenant, elles forment une nouvelle frontière de l'UE, différente des frontières classiques du vieux continent. The EU's peripheral and ultraperipheral islands issue appeared with the successive membership of maritime states and with the official EEZ implementation in 1994. From now on, EU has a territorial projection which is located beyond the continental Europe boundaries. This paper follows the official islands classification established by the European Commission. The question is whether the islands are fitting into the center-periphery relation. The situation of island peripheries and ultraperipheries improved but some recurrent problems are remaining. Islands are the matter of a twin link with their belonging state and with EU. Nowadays, they are acting as a new EU border which is different from classical borders of the old continent.
  • La périphérie négociée. Pratiques quotidiennes et jeux d'acteurs autour des mobilités transfrontalières entre la Roumanie et la Moldavie - Bénédicte Michalon accès libre avec résumé avec résumé en anglais
    La République de Moldavie fait partie des Etats situés de l'autre côté de la nouvelle frontière orientale de l'UE et intégrés à la Politique européenne de Voisinage. Ils sont soumis à une politique ambivalente, notamment à propos des frontières qu'ils partagent avec l'Europe élargie. La Moldavie est-elle donc une périphérie de l'UE, et quelles sont les modalités de construction de cette relation par nature asymétrique ? Il serait tentant de croire que l'Europe communautaire mène la danse. Cet article cherche toutefois à identifier d'autres acteurs de la construction territoriale de l'Europe et de ses voisins. L'objectif est de comprendre la construction « par le bas » de la position de périphérie ainsi que sa structuration interne. Ainsi, la « mise en périphérie » des voisins de l'UE - ici la Moldavie - procède tout autant de pratiques et modes de vie des habitants que des politiques initiées depuis Bruxelles. La circulation à vocation marchande analysée va de la Moldavie à la Roumanie. Elle engendre des relations sociales, économiques, politiques voire identitaires entre les deux versants de la frontière et participe ainsi à la consolidation d'un territoire transfrontalier. Des tensions résultent de ces deux logiques croisées, européenne et locale, perceptibles dans le niveau d'intégration ou de marginalisation des périphéries de l'UE.
    The Republic of Moldova is one of the States both located beyond the new Eastern border of European Union and concerned by the European Neighbourhood Policy. The European policy about them is ambivalent, particularly regarding the borders they share with the EU. This raises the question if Moldova is a periphery of the European Union, and how this asymmetric relationship has been built in the course of time. Since EU is a more and more important actor on the former communist geopolitical area, one could easily believe that the European community is the leading force there. This article seeks to identify other actors, involved in the territorial building of Europe and its neighbourhoods, and this by analysing trade mobility that have been existing for about fifteen years between Romania and the Republic of Moldova. Our aim is therefore to understand how the peripheral position can be built “from bellow”, as well as how the centre/periphery relationship is organised. We argue that the EU “neighbours” peripheral situation – here considered from the Moldovan case – is both a consequence of social dynamics “from bellow”, from local daily practices and ways of life, as of policies initiated from Brussels. The transborder trade mobility analysed here is mainly oriented from Moldova toward Romania. It acts as a spatial structuring agent : it generates social, economical and political (as well as identity processes) relations between the two sides of the border; by doing this, it strengthens a transborder territory. This evolution is bounded to the recent revaluation of State border that could be observed in the political debates about the enlargement to Central and Eastern European countries. All of this causes tensions, shaped in the level of integration or marginalization of the direct peripheries of EU. Therefore an immediate consequence of the enlargement is the growing gap between the core of the EU and some of it neighbours.
