      Certains travaux ont été consacrés à la géopolitique d'une langue (anglais, français, etc.). Il s'agit ici de la géopolitique d'un groupe de langues génétiquement liées, les langues romanes, répandues sur différents continents, dont certaines disposent de réseaux culturels importants et ont mis sur pied une coopération (les trois espaces linguistiques).
      Where some studies have focused on the geopolitics of a specific language (English, French, etc.), this article is concerned with the geopolitics of a group of languages that are linked genetically : the Romance languages. Romance languages, have spread across different continents, and some of them possess significant cultural networks and have established forms of cooperation (the “three linguistic spaces” of the French-, Spanish- and Portuguese- speaking worlds).

      Après avoir défini le domaine des langues romanes et sélectionné les plus importantes, en fait celles prises en compte par l'Union latine, nous examinons leur poids dans l'optique définie par le Baromètre Calvet des langues du monde qui fait l'objet d'un bref rappel. Nous mettons en évidence l'importance des langues romanes tant du point de vue individuel pour les langues sélectionnées (catalan, espagnol, français, italien, portugais et roumain) que du point de vue global : la romanité dans le monde. Les forces et faiblesses de chacune des langues sont décrites et commentées. Les raisons de cette importance sont historiques mais aussi géopolitiques, culturelles et sociales.
      After defining the domain of Romance languages and selecting those that are the most prominent – which happens to correspond to those languages that have been accepted by the Latin Union – the authors explore the weight of each language in terms of Calvet's Barometer, which itself is discussed briefly. Evidence of the importance of Romance languages is presented in relation both to the place of the individual languages selected (Catalan, French, Italian, Portuguese, Romanian and Spanish) and the broader point of view of the role of Latin language and culture in the world. The strengths and weaknesses of each language are described and discussed. The reasons for these languages' significance are not only historical, but also geopolitical, cultural and social.

      À l'occasion d'une invitation à donner une série de conférences en Amérique du Sud en 1911, Jean Jaurès se rend compte de l'intérêt qu'il y a de s'appuyer sur l'intelligibilité mutuelle des langues romanes, permettant ainsi d'avoir accès à un vaste espace culturel qui s'étend de l'Europe aux Amériques, celui des pays latins. Déjà visionnaire à l'époque, le projet jauressien est d'autant plus d'actualité aujourd'hui, à l'heure de la mondialisation, en raison de la montée en puissance des langues romanes.
      As he was invited to deliver a series of talks in South America in 1911, Jean Jaurès discovered how interesting it was to be able to draw upon the mutual intelligibility between Romance languages, which made it possible to communicate across a vast cultural space that extended from Europe to the Americas, the world of Latin countries. This was already a visionary project at the time, which it is even more so today in the age of globalization and of the rise of Romance languages.

      À partir de l'analyse des langues enseignées dans un millier d'universités à travers le monde, soit 5 % du total, on constate qu'à l'échelle mondiale comme à celle des différentes régions la composant, l'anglais est toujours en tête des langues enseignées, suivi de près par le français et l'espagnol, et que quatre langues romanes (espagnol, français, italien, portugais) sont très présentes dans le groupe de tête.
      On the basis of an analysis of languages that are taught at a thousand universities throughout the world – 5 % of all universities – we observe that, both globally and on the level of different regions, English is always at the top of the list of such languages, followed closely by French and Spanish ; the four Romance languages (Spanish, French, Italian and Portuguese) are often found in the leading group.

      L'intercompréhension est une pratique ancestrale à laquelle les hommes ont toujours recouru lors d'échanges avec des personnes d'un territoire voisin : de nombreux témoignages historiques en attestent. Si la didactique des langues, corollaire de la politique linguistique de l'État, a longtemps été hostile au plurilinguisme et à la mise en contact des langues, la didactisation de l'intercompréhension gagne aujourd'hui du terrain. En développant l'autonomie et la compétence plurilingue de l'apprenant, cette approche présente de nombreux avantages dans une société mondialisée où les échanges internationaux se multiplient. Le recours à ce mode de communication présente en effet de nombreux bénéfices dans le monde professionnel et les relations interculturelles.
      As many historical sources indicate, intercomprehension is an ancestral practice to which people have always had recourse when interacting with others from neighboring territories. Although the teaching of languages, which is the corollary of a nation's language policy, has long been hostile to multilingualism and to placing languages in contact with one another, didactic approaches that include intercomprehension have recently begun to make headway. By developing the learner's autonomy and multilingual skills, such approaches present a number of advantages in a globalized world with its proliferation of international exchanges. Appealing to this mode of communication has many benefits for professional life and intercultural interactions.
  • II. Les langues romanes à l'ère de la communication et du tout-anglais

      Contrairement à une idée reçue, le tout-anglais n'est plus une solution d'avenir mais bien une solution dépassée, si tant est qu'elle ait jamais pu en être une. Dans un monde interconnecté et multipolaire, l'heure est au plurilinguisme et non à la communication par l'intermédiaire d'une lingua franca unique, fût-elle « planétaire » comme le soi-disant Global English. C'est justement ce contre quoi le monde anglophone s'insurge actuellement, en voyant tout l'intérêt de développer de nouvelles interfaces, notamment avec les langues romanes, à l'heure où celles-ci se voient accorder une puissance géopolitique croissante qui s'appuie sur un vivier d'un milliard de locuteurs à travers le monde.
      Contrary to conventional wisdom, the All-English option is no longer a solution for the future but an outdated one, if ever it was a solution. In an interconnected and multipolar world, communicating via one lingua franca only, even if it is a “global” language as English is now supposed to be, is no longer the order of the day. In the age of globalisation, what is required is a plurilingual approach, something which the English-speaking world is now advocating as it is aware of the importance of developing new linguistic interfaces, notably with the Romance languages, whose growing geopolitical power draws upon a billion speakers throughout the world.

      L'article décline une histoire de l'Internet sous le prisme de la place des langues dans ce nouvel univers, avec une attention particulière sur les langues romanes (français, espagnol, portugais, italien, etc.). L'histoire a montré une longue période de désinformation attribuant à l'anglais une présence sur la Toile stable et définitive de l'ordre de 80 %. Cela a été démenti par des études plus sérieuses qui au contraire ont observé un déclin relatif mais constant de l'anglais, passant aujourd'hui sous la barre des 50 % de contenus. Les principales langues romanes, avec des débuts plus ou moins rapides, et certaines différences entre elles, dues en particulier à la fracture numérique, montrent une présence relative dans la Toile supérieure à leur proportion dans le monde réel, preuve d'une bonne productivité des populations d'internautes associées. La perspective du milliard de Latins connectés est proche et celle de contenus dans les langues romanes en nombre et en qualité mériterait d'être soutenue par des politiques publiques pour l'alphabétisation numérique. L'article montre les enjeux et les difficultés de la cybermétrie des langues, dans un contexte d'évolution de l'Internet vers la publicité comme source principale de financement avec les effets pervers qui sont associés à ce choix, en particulier sur la vulnérabilité des données personnelles reliées aux activités réalisées dans l'Internet.
      This article relates the history of the Internet in terms of the place of languages in this new universe, and focuses, in particular, on Romance languages (French, Italian, Portuguese, Spanish, etc.). This history begins with a long period of disinformation in which English was considered to have a stable and definitive presence on approximately 80 % of the Web. That statistic has been disproved by more serious studies, which have shown instead that there is a relative but constant decline in the use of English, which now accounts for less than 50 % of Internet content. The main Romance languages – which appeared more or less quickly on the Web, with certain individual differences due, in particular, to the digital divide – now have a relative presence on it that exceeds their proportional use in the real world ; this testifies to the hard work of Internet users associated with these languages. There will soon be a billion Latins online, and it would be worthwhile for public policy concerned with digital literacy to support the creation of quantities of high-quality content in the Romance languages. The article shows the challenges and difficulties with linguistic cybermetrics, in a context in which the Internet is moving towards advertising as its primary source of funding ; this choice is having negative effects, in particular with respect to the vulnerability of personal data related to Internet activities.

      Si les langues romanes qui ont un statut d'officialité au niveau de l'État montrent un grand dynamisme en matière de présence sur l'Internet et dans la communication spécialisée, il n'en va pas de même avec la vingtaine d'autres langues néolatines, dont le grand public est peu familier. Les langues d'oc et d'oïl, le sarde, le corse, le ladin, le romanche, l'aragonais, le franco-provençal, le vénitien, et tant d'autres langues parlées de la péninsule ibérique aux Balkans et des Ardennes jusqu'en Sicile, connaissent aujourd'hui une certaine renaissance grâce à l'action volontariste des locuteurs, des structures régionales, de certaines organisations internationales et, parfois, nationales. Mais la situation des unes et des autres est bien différente en fonction du nombre de locuteurs, de leur concentration ou dispersion, des appuis institutionnels, etc. Cet article essaie de jeter un rapide regard sur leur situation dans la société de la connaissance.
      If the Romance languages that serve as official national languages have a very dynamic presence on the Internet and in specialized forms of communication, the situation is different for the twenty or so other Neo-Latin languages, which are much less widely known. The Oïl languages, Occitan, Sardinian, Corsican, Ladin, Romansh, Aragonese, Franco-Provençal, Venetian, and so many other languages spoken from the Iberian Peninsula to the Balkans, and from the Ardennes to Sicily, have lately been undergoing a sort of renaissance, thanks to the voluntary action of their speakers, who are supported by regional bodies and certain international and even national organizations. However, each of these languages is in a different situation, according to its number of speakers, its degree of concentration or dispersion, the available forms of institutional support, and so on. This article takes a quick look at how these languages are faring in today's knowledge society.

      Il existe de nombreuses illustrations des dommages causés par l'imposition, au sein de l'Union européenne, d'une hégémonie de fait de l'anglais. En large partie, cette imposition est le résultat d'une absence de politiques linguistiques à ce niveau de gouvernement. L'article réfléchit à propos de deux exemples de pratiques linguistiques très différentes : la première est celle des citoyens ordinaires de l'Union européenne qui, en raison de leur incompétence majoritaire dans la langue anglaise, se trouvent, pour l'essentiel, exclus de fait de la politique européenne telle qu'elle se fait, c'est-à-dire en anglais. Il s'ensuit des phénomènes d'exclusion qui mettent en avant une opposition entre des « élites » parlant et comprenant l'anglais et les citoyens ordinaires. Ces « élites » ne s'aperçoivent pas qu'en oubliant volontairement la question de l'égalité des langues dans l'exercice de la politique en Europe, elles contribuent à nourrir ce qu'elles appellent le populisme. La deuxième pratique, au contraire, est celle des chercheurs en sciences sociales. On pourrait croire que la pratique de la langue anglaise est très répandue, puisqu'elle est exigée pour les critères d'évaluation. Il n'en est rien : l'anglais pratiqué reste très rudimentaire et limité (parmi les professions à contenu intellectuel dans l'Union européenne actuelle, près d'une personne sur cinq ne comprend pas l'anglais, et près de neuf personnes sur dix ne sont pas parmi celles qui parlent l'anglais bien ou couramment). S'il permet l'hégémonie des revues de langue anglaise et américaine en sociologie, par exemple, l'usage hégémonique de l'anglais se fait aux dépens de la qualité de la recherche.
      There are many examples of the damage that is done by the imposition of a de facto hegemony of English within the European Union. To a large extent, this imposition results from the lack of linguistic policy at that level of government. This article considers two examples involving very distinct linguistic practices : the first is that of ordinary citizens in the European Union who, because the majority of them are linguistically incompetent in English, find themselves in a state of de facto exclusion from European political life as it takes place, that is, in English. This leads to forms of exclusion that highlight the opposition between “elites” who speak and understand English and regular citizens who do not. These “elites” are not aware that, by willingly ignoring the question of the equality of languages in European politics and policy, they stoke the flames of what they themselves call “populism”. In contrast, the second practice concerns researchers working in the social sciences. We might believe that English is widely used by social scientists because it is required in the criteria by which they are evaluated. However, this is not the case at all, for their real English language skills remain very rudimentary and limited (nearly one in five knowledge workers in the European Union does not understand English, and almost nine out of ten do not speak it well or fluently). Although, in the field of sociology, for example, this may allow for a hegemony of academic journals in American and British English, such hegemonic use of language comes at the price of a lower quality of research.

  • III. L'avenir des langues romanes au défi de la mondialisation

      L'Union Latine est une Organisation internationale qui regroupe 35 États de langue officielle ou nationale romane (le catalan, le français, l'italien, le portugais et le roumain. Cette organisation centenaire connaît une crise dite financière depuis 2010. La majorité des États membres s'est résolue à dissoudre le Secrétariat en 2012, mais il est convenu de maintenir un certain fonctionnement autour d'un Secrétariat Pro Tempore et d'un Groupe de Travail destiné à définir son avenir. L'Union latine pourrait-elle retrouver sa reconnaissance, préserver son patrimoine linguistique et culturel avec sa riche histoire ? Pour répondre aux défis de ce siècle, elle peut toujours enrichir les débats pour continuer de bâtir sa conception d'un humanisme pacificateur et pacifiste.
      The Latin Union is an international organization of thirty-five nations whose official or national languages are Romance languages (i.e., Catalan, French, Italian, Portugueseor Romanian). Since 2010, the organization has been experiencing a crisis that is said to be financial in nature. The majority of its member nations decided to terminate the Union's Secretariat in 2012, while agreeing to maintain a certain level of activity around a Pro Tempore Secretariat and a Working Group intended to define its future. Will the Latin Union be able to recover its status, and protect the rich history of its linguistic and cultural heritage ? To meet the challenges of our age, the Union can still participate in discussions that would allow it to continue to construct its vision of a peacemaking and pacifist humanism.
    • L'intercompréhension des langues romanes comme vecteur de développement géopolitique - Éric Castagne p. 131-138 accès libre avec résumé avec résumé en anglais
      L'article part de l'observation que, derrière une apparence de pluralité, les langues romanes représentent une unité linguistique et culturelle hybride qui permettrait d'envisager un grand projet de développement géopolitique durable à la dimension de l'espace romanophone et romanophile. L'une des questions qui se pose alors est de savoir quel(s) mode(s) d'intercommunication pourrai(en)t favoriser un tel projet ? Après avoir évalué plusieurs modes d'intercommunication en usage dans les activités internationales de plusieurs secteurs de la société, l'auteur constate que, si certains secteurs sont fortement imprégnés par l'anglais international, d'autres le sont moins et auraient tout intérêt (quand ils ne le font pas encore) à faire le choix d'une stratégie de la synergie efficiente des multiples modes d'intercommunication romans au cœur de laquelle se trouve l'intercompréhension romane. L'éducation à l'intercompréhension romane pourrait être en effet un vecteur de révélation d'appartenance à la communauté romanophone et romanophile, et à partir de là, la compréhension mutuelle pourrait être un vecteur de facilitation des échanges, des réseaux et des mobilités et un vecteur de croissance économique.
      This article begins by observing that, despite their appearance of diversity, Romance languages form a hybrid linguistic and cultural unity on the basis of which it is possible to conceive of a large project of sustainable geopolitical development ; this project would be equal in magnitude to the world of those who speak and appreciate these languages. One must then ask which mode or modes of intercommunication could help foster such a project. After assessing various forms of intercommunication used in the international activities of several sectors of society, the author observes that, while international English has fully pervaded some sectors, this is less the case in other sectors. The latter could benefit from choosing (if they have not done so already) a strategy focused on the operative synergy of the many modes of Latin intercommunication, at the heart of which is found Romance language intercomprehension. Training in this intercomprehension could serve as a vector that reveals one's belonging to the community of those who speak and appreciate Romance languages ; on that basis, mutual comprehension could become a vector for facilitating exchange, networking and movement as well as for economic growth.

      Notion polysémique, la francophonie porte en elle les ambiguïtés et les tensions qui en dessinent les contours. Le travail autour de sa définition passe par une meilleure connaissance des raisons de son usage mais aussi des références socioculturelles, politico-institutionnelles et identitaires de ses usagers. Nous souhaitons ici contribuer à une meilleure connaissance de l'alliance francophone en nous intéressant aux « faiseurs de francophonie », à ceux qui en parlent, la promeuvent, la défendent et également à la manière dont ils en parlent. Nous chercherons à rompre avec cette prémisse de l'existence « en soi » d'une communauté linguistique pour tenter de comprendre comment (et pourquoi) elle est construite, imaginée à travers le processus des interactions politiques qui l'animent. Car les alliances linguistiques, de la latinité à la francophonie, sont d'abord politiques. Avant d'être « une » communauté linguistique, la francophonie est avant tout un ensemble de causes politiques, diversement définies, en fonction des acteurs qui la prennent en charge et en fonction des contextes dans lesquels ces acteurs interviennent. Nous montrerons ainsi que « la » francophonie ressemble plus à un carrefour d'aspirations politiques conférant au français un statut particulier, qu'à un projet commun clairement défini, ce qui en constitue tout à la fois la richesse et le défi.
      “Francophonie” (the world of speakers of the French language) is a polysemic notion that carries within it the ambiguities and tensions that delineate its scope and contours. Establishing its definition involves becoming more familiar not only with the reasons why it is used, but also with the references – sociocultural, political, institutional and those of identity – of the people who use it. We hope to provide a better understanding of the francophone alliance by investigating what creates this francophonie : both the “movers and shakers” who, in talking about the French-speaking world, promote and defend it, and the “way” in which they do so. We seek to break with the premise that a linguistic community exists “in itself,” in order to try to understand how (and why) it is constructed and conceived in the course of the political interactions that bring it to life. Linguistic alliances, from the Latin world to the Frenchspeaking worlds, are first and foremost political entities. Before being “a” linguistic community, francophonie was first a group of political causes differently defined in relation to the actors who were responsible for it and the contexts in which such actors could intervene. We will thus show that “francophonie” is more akin to an intersection of political aspirations that give the French language its particular status than to a clearly-defined common project ; therein lies both its wealth and the challenge it faces.

      La Francophonie participe, depuis 2001, à un dialogue nourri avec des organisations homologues rassemblant les aires hispanophone et lusophone dans le vaste programme de coopération internationale des trois espaces linguistiques dont la vocation est de renforcer la diversité linguistique et culturelle par la mise en place d'actions conjointes, autour de valeurs communes dont la latinité constitue la pierre angulaire. Concevoir la diversité linguistique pan-romane comme une véritable richesse à explorer devient plus que jamais une nécessité. Près d'un milliard de personnes dans le monde ont une langue romane en partage et près de 70 états ou gouvernements ont une langue officielle d'origine latine ; c'est cet immense potentiel linguistique, décliné dans de nombreuses initiatives multilatérales et projets de coopération, que cet article se propose d'aborder.
      Since 2001, the Organisation internationale de la Francophonie (International Organization of the French-Speaking World) has been engaged in a fruitful dialogue with other similar organizations representing Spanishand Portuguese-speaking countries and cultures in a vast program of international cooperation between these three linguistic spaces ; the three share the aim of promoting linguistic and cultural diversity through joint actions on the basis of common values. Latin-ness is the cornerstone principle of these values. It is more necessary than ever to conceive of pan-Romance linguistic diversity as a truly rich resource to explore. Nearly a billion people share a Romance language, and nearly seventy nations or governments have an official language with Latin roots. This article explores this immense linguistic potential, which takes the form of numerous multilateral initiatives and cooperative projects.
    • La francophonie choisie d'Europe médiane : l‘imaginaire de la langue exilée - Axel Boursier p. 154-161 accès libre avec résumé avec résumé en anglais
      Cet article se propose de faire apparaître l'imaginaire de la langue que nourrit la francophonie choisie d'Europe médiane. Cet imaginaire est marqué par l'adhésion à cette langue au travers d'un parcours exilique fait à l'encontre du régime soviétique. La langue française agit alors comme un refuge face à langue totalitaire. En outre, en même temps que cette langue agit comme un « foyer culturel », elle est également un principe de modulation identitaire pour les auteurs qui en font le choix. Ainsi, notre propos consiste à étudier la représentation que les auteurs donnent de cette langue et la façon dont celle-ci doit être intégrée au sein des discours francophones afin de faire émerger une possible « francosphère ».
      This article draws out a dimension of language as it has been imagined by East-Central Europeans, a dimension that has been sustained by their choice of the French-speaking world (francophonie). This imaginary dimension is marked by the embrace of this language by way of an exile undertaken in opposition to the Soviet regime. In this context, the French language provides a refuge from totalitarian language. Further, for the authors who have chosen this path, French, while serving as a “cultural home,” can also provide a principle by which identity can be modulated. To this end, this article explores how authors represent the French language and the way in which this should be integrated into French-speaking discourses, so that a possible “francosphere” can emerge.

      L'article montre l'importance de l'Autre Francophonie pour la culture européenne. Il s'agit de l'espace à la fois français et centre-européen où, depuis la fin de la Seconde Guerre mondiale, se féconde la pensée européenne des hommes de lettres, des philosophes, des essayistes qui, par leurs apports, contribuent à un certain humanisme universaliste rénové, en s'appuyant souvent sur des traditions intellectuelles françaises tout en puisant dans les cultures de leurs pays.Ceci est possible car il existe des continuités culturelles françaises qui rendent cet univers familier et attirant pour ceux que nous appelons les penseurs de l'Autre francophonie. Personne n'a oublié en Europe médiane que la France a gardé une certaine capacité de sauvegarder sa culture en tant que bien avant tout spirituel et non pas en tant que simple bien de consommation ou loisir. Cette opposition entre la pensée esthétisante et une vision plus pragmatique voire utilitariste de la culture est une des spécificités françaises ou latines que les élites d'Europe médiane connaissent et apprécient.
      This article aims to show the significance of the l'Autre Francophonie (the Other French-Speaking World) for European culture. This concerns a space that is simultaneously French and Central-European ; a space that, since the end of the Second World War, has seen a f lowering of a European way of thinking in the work of literary authors, philosophers and essayists. Their work contributes to the renewal of a certain form of universalist humanism, which often relies on French intellectual traditions while drawing on the cultures of their respective countries.This is possible because of the existence of French cultural continuities, which make this universe familiar and attractive to those whom we have come to call the thinkers of the “Other Francophonie.” No one in East-Central Europe has forgotten that France has retained a certain ability to keep its culture safe, by considering that it belongs, first and foremost, to the life of the mind, rather than being a mere leisure item or consumer good. The opposition between an aestheticizing way of thinking and a more pragmatic or even utilitarian perspective on culture is a particularity of French and Latin culture, and it is familiar to and appreciated by East-Central European elites.

      Cet article se propose de présenter le parcours de recherche ayant abouti à l'élaboration du projet intitulé L'Europe dans les médias en ligne (Lemel), qui traite des représentations de l'Europe dans les principaux médias en ligne de plusieurs pays européens. Sont analysées ici les étapes d'invalidations, de validations et de modifications d'angles de la recherche, ayant conduit d'un intérêt initial pour l'identité européenne à un sujet plus large et plus fédérateur.
      This article presents the research effort that has culminated in the drafting of the “Europe in Online Media” project (Lemel), which addresses how Europe is represented in the main online media outlets of several European countries. The steps of invalidation, validation and modification of research perspectives are analyzed, as the research has developed from an initial interest in European identity to a broader and more unifying theme.
