  • Dossier.

      General presentation
The present dossier is a continuation of the 2010 colloquy at the INRP in Lyon which was called “Sociology of education and the recompositions of the State in times of globalisation and European construction”. It gathers several contributions which all highlight the constitution of a common cognitive system on a European scale. It is published in French in Éducation et Sociétés and in English in Globalisation, Societies and Education. This co-publication echoes the very nature of its thematics, since a reflexion on the references and tools that the European construction brings forward is of interest to Francophone and Anglophone readers alike. It also corresponds to a new way of circulating the findings of Francophone sociology internationally. French sociology is the bearer of certain traditions that go along with specific characteristics such as the reelaboration of social questions into scientific problematics and the notion of academic independence and so forth. These conceptions tend to contradict others which advocate a narrower collaboration between science, politics and social action and are being brought forward by the globalisation phenomenon. The french speaking world has an interest in teaming up with all partners who, in Latin and german Europe, in central Europe or within the English speaking world, share its references in terms of ethics and epistemology, if it wants to bring those values forward internationally.
The government of knowledge : new technologies to produce and use the knowledge
Based on compared researches, the author analyzes the relationship between nation-states and the European Commission and her starting point is the educational policy as a factor of Europeanization. Creating a European Educational sector, which is an example of what is known as ‘soft governance', the actors use new political tools and consider Europe through a new conception of the institutions, the networks, the way knowledge flux are handled and pieces of information compared. The article studies the replacement of bureaucratical systems of control and command by networks based on technologies and in which cooperation and coordination are constantly negotiated and framed differently, and in which the political leaders must carefully organize exchanges while dealing with new kinds of power relations. The comparison between England and Scotland highlights the fact that pieces of information/ data cannot be transformed immediately into efficient initiatives, it requires a constant effort to find a consensus and to preserve it. In England, which is a centralized system, technocrats are supposed to make this conversion effective. In Scotland, the strategy of auto evaluation is adapted to the autonomy at stake and everyone's progress. In both cases, the analysis of the political tools, as well as the role of the pieces of information and the role of the local school inspectorates enable us to understand the conception of governance for nation-states considering the international and European evolutions.
Redistribution recognition and representation: conceiving a path to fight social injustice and changes in educational policy. The author analyzes the current evolutions of the educational sector thanks to an analysis of current reforms. It aims at comparing educational policies based on the different ways to handle social injustice and not on the traditional political dichotomy (left wing Vs right wing) or ideological grounds (State market, opposition between the private sector and the public sector). The starting point is Fraser's theory on the different kinds of social injustice. The article analyses different English examples to show how the educational policy has been trying to deal with economical, cultural and political injustice step by step. A change in the conception has occurred and the policy of redistribution which was first used has been replaced by a policy of recognition and more recently, it has been replaced by a policy of representation. This new conception reveals the complexity of inequalities as far as education is concerned and the weakness of the different systems aiming at reducing inequalities.
The Ethics of the new Welfare State and the reconstruction of moral identities in an era of individual involvement. The move towards a greater involvement of users in social services is presented by its advocates as something perfect and highly ethical because it illustrates the transformation of the role of the user, from a passive attitude relying on a sort of paternalism on the part of professionals to an active attitude which appeals to people's abilities and respects their autonomy. This article questions such a conception, showing how it fails to show the ethical difficulties of this partnership, based on specific relationships with social services on the one hand and, on the other hand, the way it tries to encourage individualistic involvement, even if it worsens traditional political relationships. While doing this, the article aims at highlighting few sociological conceptions according to which such a change is disputable, and how it could be improved if it were more focused on the ethics linked to these practical organizations.
Expert commissions within the building of European public policies. Lessons.
When it comes to building European public action, expertise is everywhere and multishaped. The author apprehends expertise as a recurring mode of public action and analyses the ways it is being used and the logics underlying its use. The author then analyses the forms of speech that the politician uses and what representations are being privileged by the system of expert commissions within the European political system. As a product of the constraints of legitimation with which European institutions and the European Commission must deal, the recourse to commissions of experts also has structuring effects on the practices and identities of the actors with whom these institutions coproduce the public action of the community. Sharp debates based on how the experts are selected by the commission offer new fields of investigation which come to show that, despite critics concerning an overrepresentation of industrial and commercial lobbies and situations of conflicts of interests, the legitimacy of expertise as a mode of interest representation is not being questioned. The questioning of the European Commission as sole entity able to define legitimate expertise goes hand in hand with its institutionalization as a mode of representation of interests on a European scale.
Measuring Educational inequalities through the scope of higher education: global or local stakes?
Faced with an increasing number of data and rankings, the author questions the roles of the different people who originally appeared as potentially problematic when reading the stats dealing with their access to higher education. The comparison and the characterization of these international indicators (UNESCO, OECD, EUROSTAT) as well as the national indicators (Germany, England, France, Switzerland) in matters of inequalities of access to higher education questions the tension between the speeches and their indicators and their national reality. Who says what and what are the results based on? How are actors organized to characterize this process? What kind of power relationship created them? The author highlights the whole process at stake within the different European organisation that led to inequalities of access to higher education, she identifies the policies that were defined and confronts them to an array of indicators, showing the discrepancy between the speeches and what the indicators reveal, between the recommendations and the available tools. Why is there such a contrast? What are the mechanisms at stake? Is it a technical or a political problem? What does this discrepancy reveal as far as national specificities within the building of social inequalities are concerned?
The exportation of the European model of Higher Education
The Bologna Process was unexpectedly acclaimed and it happened really quickly. The authors are interested in the different stages of the promotion of the Bologna Model and they question the advantages other countries from other continents find when abiding by ersatz of the Bologna Model. During the first years, the Process was globally based on a great variety of practices and methods but, once it was taken out of Europe, it turned into a closed system based on adamant principles. Europe still expresses doubts but it spreads its certainties and integrates them in its new LMD system (Licence-Master- Doctorate) and presents them as universally relevant while they are none other than singulary ways to conceive, contemplate and solve the problems of higher-Education Systems. The example of the exportation of such a model in Africa can lead people to dread the apparition of a “sovereignty bubble” (Butler 2004) in a political system that would rather need to encourage creation, critical opinions and global mobilization.
Sciences for the governing of education and transnational networks of experts, the making of a European policy. Within a reconfiguration moved by economical imperatives, international organizations and transnational agencies have acquired a power of both expertise and inflexion of State policies. One aspect of this new form of government is being studied by the authors, the policy of indicators and data production having contributed to create a new frame of knowledge and of action to transform eduational systems. The object of the investigation is the creation of tools and instruments which are part of a cognitive transformation of the public decision, through a reframing and restructuring of the processes of negociation and deliberation within the European institutions. Indicators, comparative evaluations, international rankings are conceived by experts according to a number of specific techniques (econometry, psychometry) and are carried out with specific tools (production functions, tests) The production of expertise has to do with the notion of proximity where experts cooperate and monitor each other in order to formalize acceptable propositions in the name of their scientific community. Highlighting this link between experts allows for a mapping out of international expertise and the relations the latter entertains with the European policy-makers in the field of education.

The choice of a school in China, a dilemma for equality in education
The choice of a school is here perceived as the action of the families to select an appropriate school for their children (only in China). It supposes a freedom and a right for the families to do it autonomously. However, when considering educational policies (The United States, England, Japan,...), such a choice, whether it be encouraged, forbidden or limited, is highly disputable insofar as it is related to other matters: democracy, equality, and educational efficiency...In China, it is seen as a social and economical phenomenon which produces inequalities, especially when conceived in the frame of the school map. Its supposedly negative effects are so strong that they have become a real dilemma for the government which is faced with the dream of an equal education for all. The author analyses how and why the choice of a school has today become such an issue, and he also questions the characteristics –regional differences, discrepancy between the cities and the countryside, the creation of pilot schools, financial means and importance of the market...– and the way Chinese educational policies have been defined. How can the current educational reform, based on the personal development of the child and his abilities, take into account this will while letting aside the tension between the choice of a school and the equality of education.
Educational policies in Brasil and their effects on the teachers' work
This article explains the tension that public schools –which are seen as vehicles of social justice– are faced with in today's Brasil. They are confronted with demands related to the rights of citizenship, the ideal of equality for all and the demands of social movements on the recognition of difference. This article shows how the process influences teachers' work. Over the past decades, educational policies have attributed a great importance to the efficiency of systems measured by school results, which produces a new regulation of forces within schools. Teachers, who are the main agents of this institution, are held responsible for its success as well as for its failure. The Brazilian experience emphasizes the fact that the job of teacher is not attractive enough and it has consequences on the efficiency of systems.
    • Beyond interest and limits of international comparison of performances: on the social construction of ‘knowledge for policy' - Luís Miguel Carvalho p. 157-171 accès libre avec résumé avec résumé en anglais
This paper discusses ‘international comparison of performances' (ICP) bringing together two topics: the making of ‘knowledge for policy' and the States' current trust on international organizations and their technologies for the monitoring of national education systems. The central purpose is to examine the processes and the meanings that support the production and the transnational circulation of ICP as crucial, and almost naturalized, elements for contemporary policy-making and public debates on educational issues. The Programme for International Student Assessment (PISA), carried out by the OECD, is taken as an example of ICP. This paper brings to the fore two major footprints from studying the production and circulation of PISA. They are related with the discussion of the apparent centrality achieved by ICP in education policy issues. It underlines that divergent uses of data and ideas provided by the Programme go hand-in-hand with convergence towards its regular use in policy-making and in public debates. Like others ICP, PISA is a carrier of guilt and produces guilt. “Norm and standard” tools operate through the culpability and the responsibility that they carry to national spaces and agencies. But their strength rests also on the hope they create. Thus, the uncomfortable numbers that bring “blaming and shaming” to the national policy spheres and actors also convey to them the encouragement of regularly having in hands the ‘need to change' flag. The actant allows them to legitimise policy problems and solutions with the “independent expert knowledge” marker.

The autonomy of students and the building of school situations. Studies of particular cases at the French School of Ontario (Canada). This article questions how autonomy is perceived by students and by teachers in the classroom, in relation with educational policies of the schools. An ethnographic study dealing with the experience of students aged 10 to 12, working in multi level classes, in three schools of French language, which represent a minority, is the basis of the study. Confronted with speeches on autonomy in researches on social sciences which detail the role of the actors – students included – in the creation of their reality, this analysis enables us to understand different types of situations within the school system: a “framed” autonomy – cognitive autonomy overcomes political autonomy, in terms of relations-; a negotiated autonomy – the relationships between the school, the community and the parents are strengthened – ; an autonomy of appropriation –the political autonomy is more important and students can focus more on their efficiency of their role. The adults who work in the three schools assert that they all value autonomy, but it appears that cognitive autonomy is the first thing which is looked for. Far from being passive subjects, the students are in the three cases, actors in the building of school situations in which meanings are constantly redefined and reconstructed. When there is more political autonomy, the achievement defined by official instructions and the competition between individuals don't appear as priorities. However, within a school market which is more and more competitive, a relationship to knowledge which is more authoritarian and stricter seems to emerge.
