  • Théodose II, Constantinople et l'Empire : une nouvelle lecture de la Notitia urbis Constantinopolitanae - Marie Havaux p. 3-54 accès libre avec résumé avec résumé en anglais
    Jusqu'à présent, la Notitia urbis Constantinopolitanae (désormais NuC) a été étudiée principalement pour ses apports sur la topographie et l'administration de Constantinople dans la première moitié du v e siècle. Sa rédaction – entre 424 et 427 – se situe pourtant à un moment charnière du règne de Théodose II (408-450). En effet, quelques mois après la mort d'Honorius (423), le primicerius notariorum Jean se proclame Auguste à Rome. Théodose II réagit en lui déclarant la guerre et, après l'avoir élimé, élève son cousin Valentinien au rang d'Auguste pour la partie occidentale de l'Empire. Considérée dans ce contexte, la Notitia apparaît bien plus qu'un document destiné à l'usage de la préfecture urbaine. En effet, le texte comporte un contenu idéologique notable axé sur le statut de Constantinople en tant que capitale de l'Empire romain d'Orient, et sur la glorification de la dynastie théodosienne, et ce, notamment par l'utilisation des topoi du panégyrique de cité. Ainsi, la NuC affirme le rôle central – et désormais prépondérant par rapport à Rome – de Constantinople au sein de l'Empire.
    Theodosius II, Constantinople and the Empire: a new reading of the Notitia Urbis Constantinopolitanae

    Until now, the Notitia urbis Constantinopolitanae (now NuC) has been studied mainly for its contributions on the topography and administration of Constantinople in the first half of the 5th century. Its writing –between 424 and 427– is however located at a pivotal moment of the reign of Theodosius II (408-450). Indeed, a few months after the death of Honorius (423), the primicerius notariorum John proclaimed himself Augustus in Rome. Theodosius II reacted by declaring war on him and, after having eliminated him, elevated his cousin Valentinian to the rank of Augustus for the western part of the Empire. Considered in this context, the Notitia appears much more than a document intended for the use of the urban prefecture. Indeed, the text contains a notable ideological content, centered on the status of Constantinople as the capital of the Roman Empire of the East, and on the glorification of the Theodosian dynasty, notably by the use of the topoi of the panegyric of city. Thus, the NuC affirms the central role –and now preponderant in relation to Rome– of Constantinople within the Empire.
  • Une Banque publique ? 1936 ou la mutation initiée de la Banque de France - Vincent Duchaussoy p. 55-72 accès libre avec résumé avec résumé en anglais
    Cet article revient sur la loi du 24 juillet 1936 sur la Banque de France, votée par le gouvernement du Front populaire mené par Léon Blum, et sur les transformations durables qu'elle apporta à l'institut d'émission. En modifiant la composition du Conseil général, organe délibératif de la Banque, pour y remplacer les actionnaires les plus influents par des membres nommés par le gouvernement, la loi de 1936 engagea le cycle de la nationalisation de la banque centrale, achevée à la Libération par la prise de propriété du capital par l'État. Si cette transformation répondait à des préoccupations politiques et à la volonté du gouvernement de se prémunir de l'hostilité des puissants actionnaires de la Banque, la croissance de l'influence de l'État dans la gouvernance de l'institution modifia sensiblement les missions de la Banque de France. Celle-ci incarnait désormais un service public de la monnaie qui ne pouvait plus être uniquement déterminé par l'exigence de rentabilité financière et donnait à la Banque un magistère moral sur l'ensemble du système bancaire. De même, la gouvernance interne de la Banque de France, notamment à travers la gestion de son personnel dont le statut sera modifié l'année suivante, se trouva profondément transformée par cette séquence législative, qui renforça notamment la démocratie sociale interne et donna au personnel un statut hybride, à mi-chemin entre la fonction publique et le salariat bancaire.
    A public bank? 1936 or the uncomplete mutation of the Bank of France
    This article shows how the 1936 law led to some decisive transformations on the Bank of France. This law, promoted by the government of the Popular Front led by the socialist Léon Blum, consisted in particular in a modification of the composition of the General Council of the Bank. The most powerful shareholders – whose family sat in for some of them on the General Council since the creation of the Bank in 1800 – have been evicted in favour of new members, nominated directly by the government.
    This intrusion of the government in the governance of the Bank of France was the signal of a deeper shift in the organization of this institution. It represents the starting point of a nationalisation process that has been achieved a decade later, when the government took the control of the Bank's capital, becoming its unique shareholder.
    This law has both endogenous and exogenous factors. If it corresponds to the political program of the Popular Front, which even promised to nationalize the Bank of France in order to subtract it from private interests, it was also contemporary to a parallel evolution of the other central banks in the industrialized world. But this evolution also had a strong impact on the activities of the Bank of France. The institute of issuing was understood as a public service of money, which could not only be driven by considerations of financial profitability. The inclusion of the Bank of France in the public sphere led, for instance, to a reducing of its banking activities. As the Bank became to be “the bank of banks” with its duties of banking and financial supervision, it can no longer compete with the commercial banks the central bank had to control.
    Moreover, this transformation reveals the important links existing between the internal and external governance of the financial institution. For instance, the growing influence of the government in the administration of the Bank of France had several consequences for the employees of the Bank. Their status has been modified in 1937, in order to follow the legislative transformation of the preceding year and to adapt it to the new era opened by this public revolution (Singleton, 2011). This new status reinforces the social democracy inside the Bank, recognising the existence of several trade unions, and represented an equilibrium between the status of civil servants and the banking profession.

    Pierre Loyer est l'homme qui a orchestré la politique artisanale du régime de Vichy. Après la guerre, la technocratie s'est imposée comme avant-garde de la modernisation, reléguant dans l'oubli d'autres possibles. Or, Pierre Loyer est un technocrate réactionnaire. Revenir sur son itinéraire permet de saisir cette particularité. Ingénieur catholique, Loyer parvient dès la fin des années 1920 à se construire un petite notoriété d'expert du monde de l'entreprise, partisan du corporatisme. Après 1934, il s'engage dans les ligues. Il devient l'une des plumes de l'extrême-droite catholique antisémite et antimaçonnique. En 1940, Jean Bichelonne le choisit pour diriger le Service de l'artisanat que Vichy vient de créer. Défenseur de la Révolution nationale chère au maréchal Pétain, il mène en même temps une politique d'encadrement autoritaire de l'artisanat qui conduit à un échec et à une rupture avec les artisans. Il engage également une politique de collaboration zélée et jusqu'au-boutiste avec l'occupant. Oublié en tant qu'expert après la guerre, il se recentre sur la religion. Son parcours illustre aussi celui de la droite traditionaliste catholique au XXe siècle.
    Pierre Loyer, itinerary of a reactionary technocrat of Vichy
    Pierre Loyer is the man who directed the artisanal policy of the Vichy regime. After the war, technocracy imposed itself as an avant-garde of modernization, causing all other approaches to be forgotten. But Pierre Loyer was a reactionary technocrat. Looking at his career allows the observer to understand this particularity. As a Catholic engineer, Loyer was able, from the end of the 1920s, to develop a small reputation as an expert in the business world, a partisan of corporatism. After 1934, he enrolled in the ligues. He became a writer for the Catholic, anti-Semitic and anti-Masonic extreme right. In 1940, Jean Bichelonne chose him to lead the Artisan Service which Vichy had just created. As a defender of the national revolution dear to Marshal Pétain, he led at the same time a policy of authoritarian direction of craftsmanship which resulted in failure and a rupture with artisans. He was equally involved in a policy of zealous collaboration with the occupying Germans. Forgotten as an expert after the war, he refocused his energies on religion. His career path illustrates that of the traditional Catholic right in the 20th century.

    • La société de l'an mil dans le royaume capétien : essai historiographique - Dominique Barthélémy p. 93-140 accès libre avec résumé avec résumé en anglais
      La critique constructive de la mutation de l'an mil a débuté en 1992 et 1994 par deux articles de la Revue historique sur le servage et sur la chevalerie, et la présente contribution veut faire le point des développements survenus depuis lors sur ces deux sujets. La question du mariage chrétien a été placée plus au cœur du servage postcarolingien. Mais c'est surtout sur les « chevaliers » que le propos de l'auteur s'est étoffé, grâce à une analyse de la guerre et de l'interaction féodales qui permet de mieux comprendre les enjeux de la vassalité, et surtout le maintien d'une certaine hiérarchie et d'un certain ordre dans la société féodale, favorable à sa reproduction. Rois et princes restent des acteurs essentiels de l'histoire du xi e siècle, puisque c'est dans leurs cours et maisnies que s'élaborent les idéaux et pratiques de la chevalerie proprement dite. Plus solidaire de la société féodale que ne le pensait la vieille école historienne, l'Église l'est tout de même moins que ne le pensent les tenants actuels du féodalisme ecclésial, auxquels on objecte que les institutions de paix diocésaine sont un véritable effort contre la guerre féodale.
      The Society of the Year 1000 in the Capetian Kingdom: an Historiographical Essay
      My argument against the so called « Feudal Revolution of the Year 1000 » in the Capetian Kingdom has been developed in 1992 and 1994 in two papers which appeared in the Revue historique. One of them dealt with Serfdom, and the other one with Knighthood and Chivalry. Since then, my work has allowed me to present a more complete pattern of the Feudal Reproduction around the Year 1000. Into Serfdom I had new insights, especially while emphasizing the central role of Christian Marriage as an incentive to think of it as a lordship on the body (dépendance de corps). In which concerns Knights, crucial points have been later understood, in relation with a better understanding of Feudal War and Interaction. Kings and Princes always remained at the head of French Feudal Society, all the 11th century along, and it was at the occasion of their wars and courts and inside their households that took place what we may well call a Chivalric Transformation. The Church had a strong relation with Feudal Society, yet there was something really antifeudal in the diocesan peaces (the so called peace of God). Hence the recent pattern of an « ecclesial Feudalism » does not fit entirely.
